Duties
Supervises, plans, directs, coordinates evaluates and manages a large, highly technical multi layered workforce that is responsible for the safe, orderly and expeditious movement of air traffic throughout the NAS. Plan and leads national traffic management initiatives which impact the efficiency and effectiveness of the NAS. Analyzes, recommends and implements national traffic management policies and regulations that promote the efficient use of the NAS. Directs the formulation, implementation and monitoring of complex traffic management initiatives in the NAS. Participates in accident investigations and incidents as directed by higher authority.
Interfaces with the Director, NAS Operations and ATCSCC Staff Manager for the assignment of work to the technical operational and administrative staffs. Serves as a member of the management team and provides advice on ways to improve organizational performance and meet strategic goals. Provides training, coaching and guidance to subordinate supervisors and is responsible for team building. Provides vision and leadership to facility teams. Plans work to be accomplished by the National Operations Managers and their subordinate teams. Sets and adjusts long and short-term goals and priorities in support of FAA strategic initiatives. Approves leave, prepares schedules for completion of work, assigns work to subordinates based on priorities, evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters, makes decisions on work problems presented by subordinates; hears and resolves group grievances and serious employee complaints; effects disciplinary actions, recommends/approves selections and transfers; recommends awards and bonuses; approves expenses for overtime, equipment and personnel; and identifies and arranges for developmental and other training needs of subordinates.
Recommends and implements all necessary budgetary and reprogramming actions required to ensure the effective operation of the ATCSCC. Implements, reviews and revises operational and administrative procedures to ensure compliance with national programs. Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages budgets and either reallocates or acquires resources among organizational units/projects/programs. Leads and integrates both short term and long term future needs through the budget planning process.
Represents the FAA in meetings by explaining, justifying, and/or defending policies and procedures on sensitive aviation matters. Serves as the point of contact for high ranking military and civilian officials and representatives of the aviation industry. Participates in planning efforts that involve governmental agencies at the local, state and federal levels. Also interacts with key staff of public interest groups, government officials, professional organization, and contractors, and collaborates with domestic and foreign air traffic service providers and aviation representatives on a regular basis.
Frequent major contacts include FAA Headquarters and Service Center executives, as well as Directors, Managers and staff throughout the FAA.
Communicates and reinforces diversity and EEO policies and programs in all area of responsibility, including selection, training and transfers. Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner. He/she implements national Affirmative Action Plan items; assists in the identification and resolution of EEO issues and complaints of discrimination; and, cooperates in investigations related to harassment and discrimination.

- Selective Service Registration is required for males born after 12/31/1959.

- Not covered under special provisions for air traffic controller retirement.
- This position is subject to drug and alcohol testing.
Qualifications
Candidates must show specialized experience. Specialized experience is defined as:
1) Must have held an FAA 2152 FV-J/FG-14 or above regional or headquarters positions for at least 1 year (52 weeks);
OR
2) Must have been facility rated or area certified for at least 1 year (52 weeks) at an ATS facility;
(Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher-graded work);
OR
3) Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility.
In addition to the qualifications listed above for MSS positions, if applying for the MSS-4 position, you must have held the MSS-3 or MSS-4 or a FAA 2152 FV-J/FG-14 or higher in a Headquarters or Region position for at least 1 year (52 weeks) [IAW Qualification Requirements for AT-2152 Terminal and En Route Positions (Revision 1) dated 11/08/99].

Education
Duties and Responsibilities continued:
The Manager of the Air Traffic Control System Command Center reports directly to the Director, NAS Operations who provides nominal administrative supervision. The incumbent exercises a high level of judgment in the performance of his/her duties by independently looking for alternative strategies to adapt to the changing requirements of the NAS. Performance is evaluated upon the effectiveness with which objectives are achieved.
