Duties
As the Manager of the Alaska Flight Service District (AFSD), the incumbent is a direct report to the Director of Flight Service Program Operations. Manages a multi-level organization typically through subordinate flight service facility managers. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA.
Managerial duties typically affect managers and employees of Flight Service Stations in Alaska and include strategic planning, communicating the organizations' vision and objectives, interacting with labor organization, setting priorities, assigning task and responsibilities, monitoring and evaluating performance of managers and employees, coaching and developing staff and organizational capabilities, approving leave and taking or approving corrective/disciplinary actions as appropriate.
Defines, acquires, and allocates budget, staff and other resources to accomplish objectives for Alaska Flight Services. Manages budget and either reallocates resources among organizational units or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that may cross organizational lines.
Contacts are routinely internal and external to the AFSD. Internal contacts are with subordinates, peers and higher-level management to discuss the statuses and results of projects/programs and plans for the future. May represent the major subdivision, LOB/SO or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the assigned organizational component to establish new policies/procedures, and to make exceptions.
Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA.
Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of assigned organization.
Work activities impact directly on goals and objectives of the organization and often the FAA. Work frequently affects internal and external customers, the LOB, and the FAA.

- Position is designated as Moderate Risk; a background investigation may be required.
- A 1-year supervisory/managerial probationary period may be required.
Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 level. Applicants must have specialized experience in an air traffic facility which demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the advertised position. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Specialized experience is defined as detailed knowledge of the technical aspects of the work that is directed; detailed knowledge of budget, human resource management, and other administrative policies and procedures; knowledge of organization objectives and the FAA; and knowledge of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.
