Supervisory Air Traffic Control Specialist, MSS-4, Level 11 (General Manager)

As a recognized expert in air traffic control operations, procedures and traffic flow management, he/she ensures that facility operations maximize efficiency and service.  He/she maintains situational awareness of the national airspace to ensure that average daily airport capacity, airport efficiency rates and adjusted operational availability in his/her Area meet the performance metrics and goals established in the FAA Flight Plan.

The incumbent provides vision and leadership to Air Traffic Managers in his/her assigned Areas.  Sets and adjusts long and short-term goals and priorities in support of FAA Flight Plan initiatives.  He/she ensures that all facility operations in his/her area are directed toward continually improving levels of service to customers.  Continually reviews operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans.  Establishes and refines objectives to support those goals and plans.  Makes major recommendations in the areas of long-range objectives and plans, resources and method improvements that have a direct and substantial effect on many programs, policies and Flight Plan goals and metrics.  Provides training coaching and guidance to subordinates and is responsible for team building.

The incumbent applies a deep understanding of the principles of management and strategic planning.  He/she demonstrates the ability to collaborate with multiple organizational unit and projects to accomplish mission objectives by addressing tactical issues that requires cooperation between different facilities and Service Units.  He/she ensures a coordinated response by working with counterparts such as other Area Managers and Deputy Directors of System Operations.  He/she maintains positive working relationships with counterparts at the appropriate levels of other organizations to enable problem solving at the lowest level.

Meets and has frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the state, local and federal government, other foreign government aviation officials, general public, representatives of the aviation industry and military.  Contacts take place in meetings and conferences or in unplanned situations where the General Manager is designated as a contact point and these meetings have the potential for considerable consequence to the NAS.

Approves leave and prepares schedules for completion of work; assigns work to direct reports based on priorities.  Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates.

Defines, acquires and allocates budget, staff and other resources to accomplish objectives that impact multiple organizational units/projects/programs and across multiple functions and/or disciplines.  Leads and integrates both short-term and long-term future needs through the budget planning process.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers.  Supports and participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner.

Qualifications

To qualify for this position you:

1. Must have held an FAA 2152 FG-14 or above regional or headquarters position for at least 1 year (52 weeks);

OR

2. Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility; (NOTE: An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he/she has been performing the higher-graded work);

OR

3. Must have held a MSS position or above for at least 1 year (52 weeks) in an ATS facility.

NOTE: In addition, the qualifications listed above for MSS positions, the chart for MSS positions determines who may make application for MSS-1 through MSS-4 positions. Due to this facility having all career levels at the facility a CPC - MSS-2 levels would not be eligible to make application for the MSS-4.  Applicants that currently or who have previously held a MSS-3 with 52 weeks of experience would be able to make application.  If you apply and have NEVER held an MSS-3 for 52 weeks or meet the criteria mentioned in 1 above, you will be considered ineligible if you apply.

NOTE: FSS falls under Systems Operations within ATO. FSS Air Traffic Controllers would need to meet the requirements listed above by having experience in Air Traffic Services (ATS) Facilities or as stated above.
