Summary

Serves as a National Traffic Management Officer (NTMO) at the Air Traffic Control System Command Center (ATCSCC) responsible for planning and directing operations in various areas of responsibility. Provides leadership and supervision to teams of National Traffic Management Specialists. The NTMO plays an integral operational role in the separation and control of air traffic in the National Airspace System (NAS).

Duties

The incumbent as assigned on a shift by shift basis, ensures that traffic instructions/restrictions are initiated according to established procedures to maintain a safe and expeditious flow of traffic and minimize the impact of events affecting the National Airspace System (NAS). This work directly impacts the effectiveness and efficiency of the day-to-day operations of the NAS. The NTMO is required to accomplish diverse responsibilities in system leadership, planning and direction. This includes resolving more difficult problems and resolving differences between different preferences for solutions held by customers, regional facilities, and ATCSCC personnel.

The NTMO directs and oversees the duties of Tactical Customer Advocate (TCA) as necessary. This requires the coordination and accomplishment of operations identified as critical by system users.

NTMOs coordinate or impose a number of short-term or long-term restrictions in various geographic areas throughout the day. They issue traffic flow management restrictions to space, hold and reroute aircraft to equitably distribute the flow of traffic throughout the NAS. Maintains awareness of the traffic flow, equipment status, airport/weather conditions and traffic forecasts to ensure acceptable levels of traffic, mitigate delays and avoid flights into undesirable meteorological conditions, and other related duties previously accomplished by the ATCSCC Severe Weather Unit.

Assumes overall management and supervision of the operational floor, when delegated. Exercises delegated management authority for the full range of supervisory responsibilities over specialists, including assignment of work, selections, promotions, disciplinary actions and performance evaluations. Sets work priorities and schedules. Approves leave; gives advice, counsel, coaching, guidance and instruction to employees on both work and administrative matters. Evaluates performance and recommends performance ratings. Hears and resolves complaints from employees and refers group grievances and more serious unresolved complaints to a higher-level manager. Identifies and arranges for developmental and other training needs of employees. Finds ways to improve production or increase the quality of the work directed. Adjusts staffing levels and work procedures to accommodate resource decisions made participate directly in the traffic. Recommends goals and objectives for the area and tracks accomplishments.

Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers. Participates in the labor-management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner.

Meets and has frequent contacts with both internal and external customers including subordinates, other peer management representatives, union representatives, administrative support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the state, local and federal government, other foreign government aviation officials, general public, and representatives of the aviation industry and military. Contacts take place in meetings and conferences or in unplanned situations where the NTMO is designated as a contact point, and these meetings have the potential for considerable consequence to the National Airspace System.

The National Operations Manager (NOM) provides general administrative and operational supervision. The NTMO also provides general supervision and team leadership to other NTMOs by establishing work priorities and delegation of tasks. Performance is evaluated upon the effectiveness with which objectives are achieved.

Qualifications

Candidates must show specialized experience. Specialized experience is defined as:

1)Must have held an FAA 2152-FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks); OR

2)Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility OR

3) Must have held a MSS position for at least 1 year (52 weeks) in an ATS facility (see NOTE)

NOTE: An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he or she has been performing the higher graded work.

NOTE: There are no restrictions on who can apply to MSS vacancies at those facilities with 3 or less MSS levels.

AND In addition to the qualifications listed above for MSS positions, the chart on MSS positions will be used to determine which career level applicants are qualified to make application.

Candidates will be evaluated on four "Managerial Selection Factors".
