Duties
Serves as an Operations Manager (OM), responsible for establishing policies and procedures which apply to day-to-day operations and maintains a keen awareness of the overall operational effectiveness. Provides first-line supervision to assigned Front Line Managers and second-line supervision to FSS Air Traffic Control Specialists. Provides training, coaching, and guidance to subordinates and facilitates team building throughout their areas of responsibility. Reviews work processes to assure that results meet the agency's mission and the customer's needs. Serves as a member of the management team to ensure organizational performance meets agency goals.
Work includes a mixture of routine and complex project/program tasks. Managerial duties include planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions, as appropriate.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources management, and other administrative policies and procedures, and an advanced understanding of the organization’s objectives.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers. May have frequent contact with customers, other government other government entities, and other external parties. Has authority to make commitments for organizational unit, within guidelines.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.
Performs other duties as assigned.
