Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Position serves as Front Line Manager of a unit of branch directing work of subordinate employees within a major subdivision.

Duties

Managerial duties include; planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action as appropriate.

Applies advanced technical knowledge of air traffic operations, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization.

Provides airspace analysis support, manages airspace improvements projects, and provides air traffic procedures development support.

Performs airspace modeling and simulations.

Provides facilities and projects proponents with leadership and guidance through the national airspace redesign process. Serves as an advocate for project approval at the national level.

Maintains standardization in the procedures review process by coordinating kick off meetings. Facilitates Instrument Flight Procedure (IFP) working group review. Prioritizes procedures throughout the regional airspace team reviews.

Retains rule making-expertise for all airspace actions.

Serves as the point of contact for all operational air traffic issues in the Service Area.

Coordinates special events affecting numerous facilities. Maintains communication between facilities and scheduling authorities.

Process requests for Temporary Flight Restrictions (TFRs) when applicable. Coordinates on time events, and provides guidance to facilities on special operations if necessary.

Ensures requirements for VIP/Presidential movements, and communicates itinerary changes to affected facilities.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Within guidelines, has authority to make commitments for subordinate organizational unites.

Work is typically governed by the established policies, procedures, and organizational objectives with room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organization performance is reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision.

Qualifications

Specialized experience: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized experience includes: Managerial experience overseeing and evaluating the work of operational Air Traffic Services, managing or conducting airspace and procedures projects, environmental reviews, and implementation of new or modified air traffic control procedures. Candidate must possess comprehensive knowledge of appropriate air traffic control laws, rules, and regulations and experience managing official correspondence and reports. Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made.
