Duties

Applies expertise in leading a multi-faceted training organization specifically related to the development and delivery of technical operations training programs for external customer organizations and reports to the FAA Academy Director.

Responsible for analysis, development, and implementation of training programs of major significance to the FAA and external federal agencies. Analyzes and evaluates Division program accomplishments as it relates to fiscal resources, workload production, success in meeting training goals/objectives, resource utilization, development and performance metrics. Identifies any existing or potential problem areas, trends, significant accomplishments and deficiencies in products and training/instructional services. Develops and executes immediate and long-range training strategies on an extensive knowledge of the agency's plans for installation and maintenance of electronic equipment. Integrates work of multiple organizations to meet strategic goals of the division and the Academy.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for assigned training projects and programs. Responsible for ensuring management support is provided to Division components and programs. Performs critical aspects of the budget planning process, including projecting short and long-term future needs and justifying resource requirements and makes recommendation to the Academy Program/Assistant Program Director on reallocation of resources or requests for additional resources, as needed. Responsible for ensuring fiscal and financial integrity of the organization. Safeguards financial and other resources from unauthorized use or disposition; ensures training services are executed in accordance with authorizations; ensures all applicable law, regulations and policies are observed; and manages resources efficiently and effectively.

Directs the work of subordinate managers for multiple organizational units, projects and programs. Work includes complex technical training and instructional programs based on the objectives of the Academy, customers and the FAA. Managerial duties typically affect managers and employees for more than one organizational component and programs. Responsible for communicating the organization's vision and objectives; setting priorities; assigning tasks; leave approval; providing advice, counsel, or work instructions; approves selections for positions within assigned program areas; monitoring and evaluating performance; coaching and developing employees. Ensures workload accuracy, timely performance and workload requirements are met. Hears/resolves grievances or serious complaints; reviews and approves serious disciplinary actions involving supervisory/non-supervisory subordinates; ensures all employees are treated in a fair and equitable manner; identifies developmental training needs for employees and makes provision for such development.

Designs process and plans to ensure uniformity and consistency of performance and adherence to national policies, standards, systems, and procedures governing FAA training. Studies, analyzes, evaluates, develops, and/or improves managerial policies, practices, methods, and procedures for guidance in planning and preparation of programming documentation pertaining new or existing programs. Coordinates change management activities by providing subordinates with a clear vision of business goals/objectives, rationale for change, and communicates the methods for implementation along with the anticipated results. Seeks input and participation of subordinates and stakeholders in streamlining processes, developing new organizational structures, programs, and/or business models.

May perform other duties as assigned.

Qualifications

To qualify for this position at the FV-K level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes:

  • Experience directing and overseeing complex, multi-organizational training or instructional programs;
  • Experience analyzing and evaluating program operations, fiscal resources, workload production, and organizational performance to identify deficiencies, develop corrective actions, and recommend strategic improvements to leadership; and
  • Experience leading organizational change initiatives by developing or improving policies, procedures, business processes, and program structures.
