Summary

You will serve as a Supervisory Attorney Advisor for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. This position is responsible for supervising subordinate Attorney Advisors and support staff performing disaster related loan processing for businesses and individuals.

Duties

As a Supervisory Attorney Advisor at the GS-0905-13, some of your typical work assignments may include:

  • Coordinate Account Department legal activities with all other sections of the Processing Disbursement Center (PDC) to assure smooth and timely file flow between departments; as directed, coordinate with other SBA offices and agencies involved in disaster assistance.
  • Monitor and evaluate home, business, and economic injury disaster loans for compliance with all statutory, regulatory, and administrative guidelines.
  • Analyze departmental legal performance and identify problems in all phases of the operation and recommend corrective actions.
  • Assure effective inter-and intra-department communications and resolve disagreements among subordinates.
  • Ensure that all information provided to loan applicants by department is accurate and consistent.
  • Serve as a supervisor to legal staff such as attorney-advisors, paralegal specialists, and other legal support staff.

IMPORTANT NOTES:
THIS POSITION IS REQUIRED TO REPORT TO THE FORT WORTH OFFICE AND MAY BE ELIGIBLE FOR TELEWORK.
  • Employee's residing within commuting distance of the PDC may be required to physically report to the PDC five days per pay period or more often as determined by Department Management.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to twelve hours a day).
  • The PDC Ft. Worth, TX location is conveniently located near the Dallas-Fort Worth International Airport and DART/TRE Station. In addition, employees are eligible to apply for transportation subsidy to utilize the local DART/TRE bus/rail transit system.
  • This is an Excepted Service position and is not in the competitive service.
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.

  • Current and active member in good standing of the bar of a state, territory of the US, District of Columbia, or Commonwealth of Puerto Rico, and eligible to practice law.
  • A one-year supervisory trial period may be required.
  • This is not a bargaining unit position.
  • You may be required to complete a one-year trial period for non-supervisors if you fail to complete the one-year supervisory trial period.

Experience:

GS-13: To qualify you must have at least 2 full years (104 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following
  • Providing legal advice based on research and interpretation of laws, regulations, policies, and standard operating procedures impacting loan programs;
  • Communicating orally ideas, data, and training materials to various audiences;
  • Communicating in writing ideas, data, and training materials to various audiences;
  • Closing and disbursing home (consumer or mortgage) and business (commercial) loans using web-based financial/lending software;
  • Reviewing home and business loan documents for legal sufficiency and compliance with applicable regulations and guidelines; AND
  • Leading or supervising projects, or a team of employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-13: Applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Applicant must currently be a member in good standing of the bar of a state or territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

There is no further education requirement for the GS-13 level.
