Duties
This position is located in the Office of Inspector General, Principal Assistant Inspector General for Auditing and Evaluation, Assistant Inspector General for Surface Transportation Audits.
As a Supervisory Auditor you will:
- Direct the performance of audits and lead audit teams in the objective and systemic examination of records, management reports, management controls, policies and practices affecting or reflecting the operating results of surface transportation programs, done in accordance with Generally Accepted Government Auditing Standards.
- Direct teams in identifying appropriate sources for gathering data.
- Direct teams in determining the effectiveness of organizations, programs and activities, and examining whether an entity is complying with all applicable laws and regulations.
- Modify objectives, work plans, guidelines, scope, methods, staff requirements, and time schedules to meet project needs and ensure milestones are met.
- Direct the teams in developing annual and long-range audit plans, provide technical advice and guidance to subordinate staff for audit activities and coordination functions, and maintain close liaisons with Department program and management officials in the areas of assigned responsibility.
- Provide training and direct the team members to conduct the survey; prepare the audit (evaluation and review) program; provide technical guidance to lower level staff assigned to the audit; and to conduct entrance and exit conferences with the auditee.
- Lead the exit conference with DOT officials of the activity under review to present findings and recommendations as appropriate.
- Provide training and direct the team to prepare and/or review working papers and write debriefs and draft reports.
- Monitor and manage team member performance.
- Ensure that all steps of the audit are appropriately documented in working papers using the electronic audit management system (AMS) and ensure that all assigned work has been posted and updated by team members within assigned milestones.
- Manage report preparation and ensure effectiveness of presentation, adequacy of supporting data, and conformance with policies and standards.
- May be required to lead the preparation of Congressional testimony, including supervising (1) the preparation of the written and oral statements, (2) the research and assembly of supporting documentation, and (3) quality of the product all within established time frames.
- Prepare periodic progress reports for OIG senior management and keep management informed of all issues related to their assigned projects or areas of expertise in a timely manner.

Qualifications
To meet the minimum qualifications for this position, you must meet the BASIC REQUIREMENTS & SPECIALIZED EXPERIENCE qualifications for the grade at which you are requesting consideration.
Basic Requirements for Performance Auditors
- Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR
- Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
AND
SPECIALIZED EXPERIENCE
GS-15: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in the federal service. Specialized experience is defined as:
Experience supervising members of a varied workforce; experience serving as a technical expert in the areas of assigned audits; experience developing annual and long-range audit plans; experience directing all phases of audit work; experience conducting entrance and exit conferences, maintaining close liaison with program and management officials representing auditees throughout the audit process, and interfacing effectively with agency officials; and experience ensuring effectiveness of audit teams.
