Duties
Manages the work of a large, multi-level organization typically through subordinate managers. Directs a highly technical and engineering workforce, including nine subordinate managers and 19 sub-team manager providing second-level systems engineering support to improve the reliability and maintainability of the National Airspace System (NAS) at a national level. He/she is responsible for planning and directing the operation and maintenance program for surveillance, navigation & landing, weather radar, and weather processors and sensors.
Applies experience and detailed knowledge of the technical aspects of the work directed, sufficient to manages and leads interdisciplinary technical teams that design, develop, modify or evaluate the NAS. Has a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Develops and approves solutions to service-wide operational problems impacting system performance of the NAS.
He/she is responsible for communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
He/she meets or has contact with high-ranking military and civilian managers, representatives of the aviation industry, key staff of public interest groups, union representatives, local government managers, professional organizations, and contractors. Provide senior level policy guidance, direction and interpretation of technical operations related areas of NAS programs. Enters into agreements with Government agencies or organizations, both internal and external to the FAA, and industry as required for program execution. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
He/she is responsible for the efficient management and safeguarding of resources, to include a fiscal year budget of over $35 million dollars and assures internal controls meet/exceed agency standards. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed.
The work impacts the safe, orderly, and expeditious movement of aircraft as well as segments of the aviation industry. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

Qualifications
To qualify for this position at the FV-L level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-K (GS/FG-15) level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
Specialized Experience includes:
- Leading a team in the resolution of service-wide operational problems impacting system performance of the National Airspace System (NAS).
- Providing direction and strategic oversight for systems engineering, operations, and maintenance programs related to surveillance, navigation, landing systems, and weather technologies.
- Developing, implementing, and approving policies, procedures, and/or program strategies, including exercising delegated authority to make commitments, authorize exceptions, and guide technical operations at a service-wide level.
