Summary

Serves as the Manager, Civil Aviation Registry Division, AFB-700, responsible for registering all U.S. civil aircraft, recording encumbrances on U.S. civil aircraft and parts, maintaining individual aircraft records, issuing U.S. airmen certificates, maintaining U.S. airmen certificate records and verifying foreign airmen certificates.

Duties

The incumbent of this position is responsible for providing leadership, guidance and oversight for the full range of AFS programs and business activities by driving collective results. Responsible for managing the development of the Service's strategic direction selling measurable outcomes and adjusting resources as necessary to meet goals and objectives within targeted timeframes. The incumbent is also responsible for the planning, formulation, implementation, administration and evaluation of a variety of AFS programs and projects. This includes directing a cohesive leadership team that sets clear strategic direction, assures alignment across all organizational functions and programs, and fosters commitment to the values, principles, and objectives of the organization. Creating and articulating clear organizational vision and functional change. Creating and sustaining strategic alignment and aligning leadership strategy with business strategy.

Leads and directs a staff of highly skilled program managers and technical personnel including aviation safety inspectors, engineers, statisticians, operations research analysts, economists, management and program analysts, and administrative support for the development and implementation of systems to modernize and maintain the architecture of the National Airspace System (NAS). Maintains a broad set of programs that establish the framework for technical guidance oversight of aviation safety inspectors through the Flight Standards Information Management System which impacts the FAA's mission and services; developing recommendations for responding to challenges and changes; developing new insights to situations; and encouraging new ideas and innovations. Specifically provides direction through subordinate staff members in the planning, oversight, and evaluation of AFS programs to administer and secure compliance with agency regulations, programs, standards and procedures in one or more of the following:

  • AVS's facilities and equipment (F&E) program, providing AVS with system engineering, economic analysis, operations research capabilities to enhance the development and integration of new technologies and procedures;
  • The agency's complex national programs for the registration of the Unites States (U.S.) civil aviation aircraft and the certification of U.S. foreign airmen;
  • The oversight of ASTARS for AFS and the integration of the other organizations within AVS;
  • The Safety Awareness, Feedback, and Evaluation (SAFE) Program to measure the Aviation Community stakeholder perception of effectiveness with various FAA mandated and regulatory processes and programs designed to promote continuous improvements to maintain the safest aviation system in the world;
  • The AFS National Training Program, including Leadership Development, providing oversight of strategic planning, training program development, inspector currency and qualifications, training program administration and evaluation, budgeting, resource management, contract management, policy exceptions, and field technical support;
  • The administration of the Flight Program;
  • The AFS LDR and Quality Assurance Representative and the PURE System Administrator and provides guidance on the Federal Activity Inventory Review Act to AVS/AQS;
  • The Acquisition Management System and Life Cycle Management Policies for Aviation Safety; and
  • Emergency Planning and Response.

Performs other duties as assigned.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K (FG/GS-15) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for this position includes: Experience applying expert technical knowledge to manage programs/projects including estimating costs, allocating staff, establishing schedules and milestones, and identifying deliverables to accomplish goals and objectives in support of the National Airspace System (NAS).
