Duties
The Assistant Manager reports directly to the Manager of the ADO and serves as the principle adviser on technical operations within the ADO, including 77 Federally funded airports throughout New York and New Jersey as well as 25 Part 139 certified airports.
Oversees and supervises a highly technically diverse workforce composed of civil engineers, environmental specialists, financial specialists and community planners. Provides advice, guidance and oversight in the administration of various mission critical technical programs including, the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) program. The AIP approaches $150 million dollars annually, and the Passenger Facility Charge Program entails more than $337 million dollars in annual collections. In addition, the AIP requires annual updates to the office of Airports Capital Improvement Plan (ACIP) and includes primary and nonprimary airports. Facilitates the appropriate coordination and collaboration (both internal and external to the agency) for these programs.
Manages critical activities related to airport planning (i.e. airport master planning, state and/or metropolitan system planning, etc.) and implementation of the National Environmental Policy Act (NEPA). The Federal Aviation Regulations (FAR) Parts 77, 139 , 1 SO, 157 and 158 apply as they pertain to the development of airports. Represents the FAA and ARP, and collaborates with other Lines of Businesses/Staff Offices (LOBs/SOs), as appropriate, to address corporate level initiatives and cross-organizational issues that arise. Interfaces with management and staff to achieve organizational objectives and exercises delegated authority in advising Federal, state, and local officials on laws, regulations, and innovative solutions regarding airport development and operations. Implements, monitors, and evaluates ADO program goals.
Coordinates all program/project activities with the ADO Manager. Ensures airport development projects provide the protection and enhancement of the environment, and are compliant with the terms of agreement established as a condition of receiving federal assistance. Ensures the uniform application of FAA airport planning, programming, design, construction and land acquisition standards and policy in federally-assisted airport development projects.
Provides advisory services to the public on airport safety, planning, design, construction, environmental and maintenance matters. Promotes timely responses to customers internal and external to the agency. Oversees the conveyance of surplus public property to communities for airport purposes.
Reviews and evaluates assigned airport projects and programs; makes recommendations for process improvements; implements suggestions regarding the initiation, strengthening, or elimination of major projects and programs to meet established regional and agency goals and agency objectives, reduce resource usage and limit operating costs without adversely effecting overall operations. Makes recommendations regarding changes in office organizational structure for more efficient and effective work accomplishment.
Exercises the full range of supervisory responsibilities, including oversight of ADO technical operations; setting priorities; assigning tasks and responsibilities; monitoring and evaluating staff performance; coaching and developing staff; approving leave; participating in employee selections; approving personnel actions (i. e. promotions, awards, reassignments, etc.); and taking corrective/disciplinary actions, as appropriate.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 grade level. Specialized experience includes, but is not limited to: 1) Knowledge and direct technical experience performing activities related to civil airport compliance, engineering, planning; and environmental review of civil airport infrastructure development and/or civil airport capital financial processes. 2) Experience conducting collaborative analyses of technical information for projects that cross multiple technical and operational disciplines or Lines of Businesses/Staff Offices (LOBs/SOs). 3) Experience providing technical guidance related to airport layout, design and construction. 4) Experience in leadership and providing direction to others and/or establishing goals.
