Duties
Manages and directs a highly technical workforce consisting of professional engineering, scientific, software specialist, technician, and administrative employees responsible for maintaining hardware and software for operations NAS systems; developing hardware and software modifications; performing system test verification; quality control; system requirements definition; and providing field support.
Directs the work of subordinate employees for multiple NAS systems, projects, and/or programs. Duties typically include planning, communicating and sub-team's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action, as appropriate.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one NAS System, project and/or program. Manages budget to accomplish the goals and/or objectives of the work unit. Participates in the planning and execution of organizational goals utilizing strategic planning and sound management principles in order to accomplish mission objectives.
Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.
Accomplishment of work activities requires an extremely high sensitivity/awareness to political factors. Coordinates extensively with headquarters and field organizations as well as the labor unions. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.
Communicates the sub-team's vision and objectives, setting priorities, monitoring and evaluating performance, approving leave and taking, recommending or approving corrective/disciplinary action, as appropriate.
Work is typically governed by the established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. As directed, represents the work unit in intra- and inter-service and agency meetings relating to the technical aspects of troubleshooting/restorations for NAS operational equipment, developing/updating NAS Maintenance Orders, and performing engineering design reviews and operational testing for new NAS systems. May serve as acting team manager.
May perform other duties as assigned.

Qualifications
To qualify at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position being filled.
Specialized experience includes:
- Experience applying advanced knowledge of systems engineering principles to support the design, development, testing, implementation, or sustainment of NAS hardware and/or software systems.
- Experience providing technical oversight and guidance to engineers, technicians, or program staff, including reviewing work products, resolving complex technical issues, and ensuring compliance with established standards and requirements.
- Experience managing or contributing to projects or programs involving NAS systems, including coordinating resources, tracking milestones, and ensuring successful delivery of operations or developmental objectives.
- Experience analyzing system performance data, identifying risks, and implementing corrective actions or process improvements to enhance system reliability, safety, or efficiency.
- Experience supporting or advising management on workforce planning, budgeting, or resource allocation related to technical programs or organizational objectives.
