Summary

This position is located in Natural Resources Stewardship and Science, in the Natural Sounds and Night Skies Division.

As Branch Lead, independently plans, initiates, directs, and manages a complex, interdisciplinary, planning, and resource stewardship program focused on protection of natural sounds and night skies and other resources.

Duties

The major duties of the Supervisory Biologist - Direct Hire position include, but are not limited to, the following:

  • Branch leadership - sets strategic direction for the branch and sets short/long-term strategies to achieve them; coordinates with other NPS units or organizations to accomplish goals; leadership role in partnerships and funding sources to leverage branch funding and expertise to meet organizational priorities.
  • Supervision - Provides guidance and leadership, promoting a productive teamwork environment, fostering collaboration between Branch employees and park and regional staff, and assisting NPS senior management and other NRSS Divisions. Plans, assigns, prioritizes, and reviews work; develops budget initiatives; evaluates performance; interviews, and selects candidates for positions and initiates personnel actions for promotions and reassignments; effects disciplinary actions; provides continuing education and professional development opportunities; and performs other supervisory functions
  • Communication and outreach - builds strategic relationships to achieve common goals; develop networks and build alliances accross organizations with individuals and groups connected to a work effort; oversee the preparation of briefing materials and testimony, including summaries of scientific and technical reports; contributes to website development as a communication tool; develops training to build internal field capacity for managing park overflights.
  • Technical assistance - Interprets and effectively communicates the results of complex multifaceted acoustic studies and technical analyses to regional, park, WASO and Departmental leadership and technical personnel, other federal agencies, nonprofit organizations, and the public
  • Compliance - Works with park and regional offices, departmental lawyers and the Dept of Justice to ensures that all input, plans, and projects comply with Division and service wide priorities, policies, regulations and applicable laws, including the National Environmental Policy Act, the National Parks Air Tour Management Act, the National Historic Preservation Act, the Endangered Species Act, and all relevant NPS policies and regulations. Provides assistance in the preparation and review of NEPA or other compliance documents related to the protection of natural sounds and night skies. Develop national policies, standards, guidelines, and procedures pertaining to the protection of natural sounds and implementation of relevant laws such as the National Parks Air Tour Management Act.

Qualifications

All qualifications must be met by the closing date of this announcement-01/22/2025-unless otherwise stated in this vacancy announcement.

To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.

A. Successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit your transcripts.

B. I have a combination of education and experience in courses related to a major, as shown in A above, plus appropriate experience or additional education. You must submit your transcripts.

To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes must include all of the following: 1) Extensive experience with the analysis and interpretation of acoustic technical reports and raw acoustic data (inventories and modeling) sufficient to provide leadership and guidance to staff in the application of acoustic metrics and principals for federally protected lands . 2)Training or education in natural resource conflict resolution, dispute resolution, or interest based negotiation. 3)Experience applying technical acoustical data to comply with the laws, regulations, and policies regarding the preservation of natural, cultural, and acoustical resources and natural soundscapes from air tours and other aviation or overflight activity including one or more of the following: the National Historic Preservation Act, the National Environmental Policy Act, Endangered Species Act, the National Parks Air Tour Management Act. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.
