The Supervisory Biomedical Engineer (Clinical) serves as the Deputy Chief Biomedical Engineer. The Deputy Chief Biomedical Engineer, in conjunction with the Chief Biomedical Engineer, is responsible the professional and administrative management of the Biomedical Engineering Service at the Eastern Oklahoma VA Health Care System (EOVAHCS).

Major duties and responsibilities of the position include but are not limited to the following:

The Deputy Chief, Biomedical Engineer is a staff professional consultant and advisor on professional Biomedical Engineering matters to top management, high level medical and administrative staff, and VISN management. The incumbent assists the Chief, Biomedical Engineer's development and management of a complex, professional, highly technical, Biomedical Engineering program. The program has direct impact on all services provided by the health care system's VA Medical Center, 8 Outpatient Sites of Care and new sites to include an outpatient site of care in FY 22 and a Medical Center in FY 24. The program must provide safe, reliably maintained equipment for the delivery of quality health care in a cost-effective manner.

The Deputy Chief, Biomedical Engineer reports directly to the Chief Biomedical Engineer. The incumbent receives administrative direction with assignments in terms of broadly defined missions or functions. The incumbent exercises authority to oversee the overall planning, direction, and timely execution of the Biomedical Engineering program, including development of the service, assignment of duties, and pursuit of higher-level administrative approval of goals and objectives for supervisors or managers of subordinate levels. The incumbent approves multiyear and long- range plans developed by the supervisors of subordinate levels and subsequently manages the overall work to ensure achievement of those goals and objectives. The incumbent exercises discretionary authority to approve allocation and distribution of funds in the service's budget. The Deputy Chief, Biomedical Engineer has responsibility for assisting with planning, designing, and implementing programs, projects, studies, or other work. Successful execution of these responsibilities has major impact upon the outcome of the patient care delivery within EOVAHCS. The incumbent is a key member of the management team and is relied on for authoritative advice on Biomedical Engineering issues. The incumbent fully participates as a technical advisor in most significant management planning and policy or decision-making actions.

The Deputy Chief, Biomedical Engineer has administrative, managerial, and supervisory responsibilities for EOVAHCS's Biomedical Engineering program. The incumbent is responsible for planning, organizing, staffing, directing, controlling, and evaluating this program at each facility and its outpatient clinics. These activities are coordinated with other administrative and medical departments within each Medical Center. The incumbent initiates, modifies, and sets policy, procedures, standards and goals. An internal program of management review, appraisal, improvement, and quality assurance is developed and implemented.

Priorities are established within budget and manpower constraints.

The Deputy Chief, Biomedical Engineer is responsible for the full range of personnel actions and organization design proposals recommended by subordinate supervisors. The incumbent plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. The incumbent assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of the employees.


Work Schedule: Monday - Friday, 8:00am - 4:30pm
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience. The individual must meet either of the criteria below to meet this requirement:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR
Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations. In addition to the basic requirements for employment listed above, the following education and experience criteria must be met when determining the grade of candidates:
Supervisory Biomedical Engineer (Clinical), GS-13
Experience. Completion of at least one year of experience equivalent to the next lower level and must fully meet the Knowledge, Skills, and Abilities (KSAs) at that level. GS-12 KSAs include:
  • Ability to conduct a medical equipment management or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.
  • Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices.
  • Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and TJC requirements.
  • Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  • Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
  • Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety.
  • Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA.
  • Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
  • Ability to apply project management principles to deployment of medical equipment and health information technologies.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following GS-13 KSAs:
  • Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
  • Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
  • Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
  • Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
  • Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
Preferred Experience: Networking, Networking + Certification, or 10 years or more in the field

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: The work requires frequent standing, walking, bending, crouching, reaching, and stooping. Heavy lifting, 45 pounds and over, heavy carrying, 45 pounds and over, pulling hand over hand (4 hours), reaching above shoulder, walking and standing (1 or 2 hours), kneeling (1 hour), climbing, use of legs and arms, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, both eyes required, depth perception, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid may be permitted), mental and emotional stability.
