Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position supports Combat Capabilities Development Command Soldier Center's (CCDC SC) Financial Management and Budget development and execution requirements in support of all operations..

**The DE-03 extended pay band is equivalent to the GS-12 step 1 to GS-14 step 10 level.

Duties

  • Serves as the Supervisory Budget Officer within the DEVCOM Soldier Center G-8, Financial Management responsible for Program, Budget and Manpower Management.
  • As first level supervisor, demonstrates competencies to lead people, change and business process development and manpower management responsibilities in support of the Center.
  • Executes programs, studies and initiatives supporting improvements in the delivery of budget planning and execution services that facilitate the effectiveness and efficiency of financial management systems and practices; and TDA/Manpower Management.
  • Provides comprehensive financial management advice and recommendations to DEVCOM Soldier Center and Higher Commands.
  • Perform work in all phases of budget development, management and administration requiring knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques.
  • Apply skill in relationship management and advanced analytical skills and expertise in technology, systems and policies applicable to budget development and execution requirements supporting a research, development and engineering center.
  • Resolve differences requiring communication with higher level supervisors, employees and key staff including customers.
  • Identify, analyze and resolve significant internal program and policy issues working at the Center level and at the Higher Command level.
  • Nurtures a cooperative, high-functioning work environment focused on individual, team and organizational goals.

  • This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02 pay band or equivalent grade level (GS-11) which includes:
1) perform all aspects of the planning, analysis, formulation, justification, presentation, and review of current and multi-year budgets that support a research, development and engineering center;
2) provide expert guidance and assistance in support of budget development and execution requiring budget and accounting systems expertise;
3) interpret and enforce budgetary policies/guidance and fiscal law;
4) demonstrated training and experience in developing and executing budgets

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

US Army Combat Capabilities Command DEVCOM, Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DE-03 extended pay band is equivalent to the GS-12 step 1 to GS-14 step 10 level.
