Summary

This position is located within Research Service of the Ralph H. Johnson VA Medical Center. The Research and Development Program at this Medical Center has in excess of $30 million per year of funded studies, including Biomedical Laboratory Research, Clinical Sciences Research, Rehabilitation Research, Health Services Research and Cooperative Studies Research. The Budget Analyst position is involved in the administration of fiscal aspects of the program.

Open to current permanent employees of the facility and CBOCs where this vacancy is located serving on career/career-conditional appointments including VA Title 38, Hybrid Title 38, and Canteen employees on excepted appointments covered by the interchange agreement and those eligible under CTAP. This does not include temporary, term or temporary intermittent.

Duties

The Supervisory Budget Analyst duties include but are not limited to:

  • Formulates, justifies, presents, and executes the Research Service budget;
  • Prepares required procurement documentation for equipment, contracts, and services, including purchase justifications, vendor information, and applicable information technology documentation;
  • Reviews, analyzes, consolidates, and revised budget estimates, justification statements, and budget execution plans; monitors expenditures and identifies trends toward over-or-under obligations of funds;
  • Coordinates the procurement and management of information technology, equipment, and material resources in accordance with established acquisition and logistics requirements;
  • Assists the AO and ACOS for R&D and Research Investigators in areas of human resources management for the service;
  • Develops and monitors long-range budget plans, including detailed estimates and narrative justifications, and plans for the effective use of funds to support major Research Service programs and activities;
  • Interprets and applies principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; including data modeling, earned value management, and evaluating key financial indicators, trends, and historical data;
  • Coordinates equipment and supply requisitions and works with universities, non-VA government agencies, and other organizations on funding, contracts for special services, consultants, costs, overhead, and the definition of work to be performed;
  • Builds and manages workforce based on organizational goals, budget considerations, and staffing needs;
  • Monitors Research Service budget plans, funding levels, and account balances to ensure funds are appropriately managed and expenditures remain within authorized funding levels.
Work Schedule: Monday - Friday 7a-3:30p; 8a-4:30p; or 7:30a-4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulation, justification and execution of program budgets, preparation of quarterly and annual reports; forecasting, analyzing and estimating budget needs; monitoring and reporting on expenditure of funds. NOTE: This experience MUST BE well documented in your resume to be creditable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly performed in an office setting with no special physical demands; although, some slight physical effort may be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
