Conditions of Employment
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
This supervisory position requires successful completion of USDA supervisor training per Departmental Regulation 4040-412-002. Successful completion of the training curriculum is a requirement for those subject to a supervisory probation period. The following timeframes apply:
- That ninety days after the appointment that training should already be underway,
- That nine months after the appointment that the training requirements should be nearing completion,
- That eleven months after the appointment, if the training requirements are not complete, the employee will not come off of probation,
- That fifty weeks after the appointment, Employee Relations will be notified that the supervisor is not meeting the training requirement and will not complete probation unless the training requirement is complete and recorded in AgLearn.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience for the GS-15 level is one year of experience at the GS-14 level or equivalent in public or private sectors, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.
Specialized experience for this position is defined as:
- Performing financial management functions and tasks, such as managing budgets and procurement processes, and providing advice to management on related issues; AND
- Performing human capital management functions, such as developing long-range work plans, managing organizational changes, authorizing personnel actions, appraising work performance, resolving grievances, complaints, and disciplinary measures; AND
- Interpreting, developing and implementing administrative policies, defining administrative requirements, and providing advice to senior management on procedural or regulatory administrative matters.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
