Summary

VHA Central California Healthcare System is currently recruiting for a Supervisory Clinical Laboratory Scientist (CLS), Phlebotomy-Send-outs to perform a full range of supervisory responsibilities in planning, directing, and assessing work of subordinate staff. The incumbent works in a less complex facility. The CLS spends 25% or more of their time providing administrative, technical supervision and performs major duties that consist of significant scope, complexity, difficulty and variety.

Duties

The supervisory CLS exercises a full range of supervisory responsibilities in planning, directing, and assessing work of subordinate staff. The supervisory CLS ensures that orientation, training, competency assessment, and continuing education requirements are met.
The individual ensures compliance with accrediting agencies and regulatory requirements.
The supervisory CLS establishes and monitors the quality of pre-analytical processes as part of the overall laboratory quality management program and initiates corrective actions.
This individual develops policies and procedures, manages document control, develops performance standards, position descriptions, and functional statements.
The supervisory CLS is responsible for professional and administrative oversight of operations, including fiscal and resource management.
The supervisory CLS maintains effective interdepartmental relations with other services to accomplish medical center goals
This position serves as a working supervisor phlebotomy, specimen processing, Send-out CLS, and reference lab testing in the Clinical Laboratory.

Major duties and responsibilities include but are not limited to the following:

1. Plan and schedule on going work. Adjust staffing levels or work procedures
2. Responsible for monitoring reference laboratory testing to ensure acceptable levels of performance.
3. Assures corrective action is initiated when test performance deviates from established performance specifications.
4. Assures orientation, training and competency assessment of assigned staff.
5. Develops and updates technical policy and procedure manuals.
6. Applies continuous quality improvement processes to section oversight. Implements and monitors quality management activities; designs quality improvement monitors, review data and implements requirements for change or improvements.
7. Perform full range of supervisory duties. Recommend appointment, plan and assign work, gives advice and counsel and evaluates work of subordinates.
8. Assures section meets standards of accreditation agencies such as College of American Pathologists, Joint Commission, FDA and other VA inspecting entities.

Work Schedule: Monday - Friday 7:00 - 3:30, rotating weekends and holidays

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Education and/or Experience Combination(1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.).
AND
completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree.
OR
(2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics
AND

two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.

OR
(3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics,
AND
five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.

Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following:(1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree.(2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination.

Certification. Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.

Grade Determinations: Must have 1 year of creditable experience equivalent to the full performance level (GS-11), which is directly related to the position to be filled.

Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:
(A) Knowledge of Federal and state laws and regulations and laboratory accrediting agency regulatory requirements sufficient to develop plans and procedures for the laboratory.
(B) Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or the education and training of laboratory staff.
(C) Knowledge of concepts, principles, and methods of clinical laboratory technology and operations.
(D) Skill in applying leadership principles such as interpersonal relations and conflict resolution.
(E) Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions.
(F) Ability to plan, organize, set short and/or long-term goals, and conduct studies on technical and administrative problems including personnel shortages, organizational structure, and new technology.
(G) Ability to manage fiscal matters, forecast resource and equipment needs, and administer the allocated budget.

The full performance level of this vacancy is 12.

Physical Requirements: The incumbent must be able to perform light lifting and carrying up to 25 lbs., reaching above the shoulder, use of fingers and both hands, intermittent walking and standing for up to 6 hours in a shift, intermittent bending, use of both arms and legs. Specific visual requirements include use of eyes, depth perception, ability to distinguish basic colors and shade of colors, hearing (hearing aid permitted), emotional stability; ability to work closely with others and ability to work irregular hours.
