In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify for the DE-4 position, applicants must possess at least one year of specialized experience at the next lower pay band of grade/level performing the following: 1) Developing and/or writing military concepts as the foundation for future force development; 2) Designing and/or conducting analytical studies to support assigned programs/plans; 3) Providing sound analytical advice in matters relating to operational and management issues; AND 4) Supervising and/or leading a team of employees to ensure continuity of assigned work.
This definition of specialized experience is typical of work performed at the next lower pay band or equivalent GS grade/level position in the federal service (DE-3/GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-13/DE-3). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
