Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL for Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the Army Concept Advisor in the Director Directorate of Concepts (DoC), Futures and Concepts Center (FCC).

This position is covered by a Laboratory Personnel Demonstration Project.

This position is in the BUSINESS AND TECHNOLOGY CAREER PATH, Pay Band IV, Category I.

Duties

  • Requires a clear understanding that joint concepts describe a method for employing joint force capabilities to achieve a stated objective or aim within the context of a specified operating environment or against specified joint force challenges.
  • Army Concepts serve as the basis for experimentation and facilitate requirements determination across the DOTMLPF-P (doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy) spectrum.
  • Oversees projects and programs of broad scope and impact and identify and shape the goals of the organizational unit which has a direct and clear influence on organizational mission achievement.
  • Formulates objectives and priorities through strategic planning, monitoring, and evaluation and make adjustments to progress toward organizational goals.
  • Supervises a professional staff of military and civilian technical and support personnel.
  • Delegates full responsibility and authority to plan, schedule, and carry out major projects supporting the Army’s concept development effort within the Director of Concepts intent statement.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • Drug Testing-This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Probationary Period Lab Demo-Appointment to this position is subject to three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Supervisory Probationary Period Lab Demo-A two-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify for the DE-4 position, applicants must possess at least one year of specialized experience at the next lower pay band of grade/level performing the following: 1) Developing and/or writing military concepts as the foundation for future force development; 2) Designing and/or conducting analytical studies to support assigned programs/plans; 3) Providing sound analytical advice in matters relating to operational and management issues; AND 4) Supervising and/or leading a team of employees to ensure continuity of assigned work.

This definition of specialized experience is typical of work performed at the next lower pay band or equivalent GS grade/level position in the federal service (DE-3/GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-13/DE-3). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.

Education
