Major Duties:
Supervisory Responsibilities
Exercises the full range of supervisory responsibilities for a team of staff with additional assigned employees supporting efforts across OCE; Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system; Establishes performance goals, develops individual development plans and performance improvement plans (PIPs); Provides advice and counsel to staff related to work and administrative matters; Provides for employee skills enrichment and development through identification of opportunities for coaching, mentoring, and training and strives to achieve a standard level of work and collegiality across the team.

Construction Program Management
Ensures work is accomplished timely on numerous project requests with concurrent schedule deadlines.
Makes decisions and recommendations concerning assigned work requirements, methods, scheduling, coordination, and project resources.
Plans, organizes, leads, and controls complex construction projects of high visibility for the AOC; Oversees development of technical data, estimates, and other information useful to higher level managers.
Determines necessary material and manpower resources for project completion and recommends resource leveling allocation to meet projected work requirements.
Performs independent studies and assessments to evaluate the effectiveness and efficiency of operations and recommends improvements to management.
Coordinates planning, scheduling, and overall management of resources for multi-phase construction projects and ensures the work schedule is met.
Develops construction management support services scopes of work and estimates to acquire contract services to manage shortfalls in resources.
Assists the Section Chief Supervisor and Construction Management Division Director with creation of respective Division budget.
Contractor Oversight
Serves as Contracting Officer's Representative (COR) on assigned construction and consulting contracts as delegated in writing by the Contracting Officer.
Plans and technically directs the efforts of Construction Management support contractors engaged in performing construction administration of construction or installation work of other contractors.
Ensures the entire scope of the work is performed and that all quality requirements placed on the construction/installation contractor are strictly enforced; Manages assigned construction project completion, acceptance, and turnover; Performs a continuing audit of procedures, field operations, system verification tests, and site activation to ensure that activities in assigned areas meet mission test support requirements.
Recommends acceptance or rejection of completed construction/installation projects to the technical representative lead and ensures that Construction Management support contractor personnel maintain effective construction surveillance reports, records, files, and correspondence.
Investigates construction for entire projects to confirm compliance with contract requirements.
Technical Advice and Guidance
Provides expert guidance, advice, and recommendations to the supervisor and Director on problems and critical matters pertaining to projects, construction planning, and ongoing construction work.
Assists the supervisory chain of command in work planning and budget processes.
Confers and consults with the Section Chief supervisor, management, and planning personnel in preparing requirements and criteria for the most complex or high value projects for construction or modification of facilities, systems, equipment, or hardware.
Resolves technical difficulties that can be overcome by changes in approach, criteria, or requirements.
Construction Control Requirements and Specifications
Provides extensive coordination with other project and program areas, integrating concurrent standards, guides, and precedents.
Participates in the development of requirements with customers, analyzes requirements and design criteria, develops cost estimates, ensures validation of requirements, and evaluates schedules and the feasibility of project accomplishment.
Coordinates with the AOC Information Technology Division in the development, implementation, and updating of computer software programs to improve the quality and efficiency of construction administration and real time centralized monitoring systems for the Capitol Complex.
Performs other related duties as assigned.
