Summary

This position will be assigned to the Air Force Service Center at Port San Antonio, TX.

This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Duties

Serves as Supervisory Contract Specialist, Division Chief, with an Unlimited Contracting Officer's Warrant, Air Force Nonappropriated Fund Procurement Purchasing Office (AFNAFPO). Duties may require exercising delegable Head of Contracting Authority (HCA). Sets and communicates strategic goals for the Division that contributes to the overall goals of the Air Force NAF Procurement Office and HQ Air Force Services Center. Responsible for leading, planning, organizing, directing, and coordinating the activities of the Division, ensuring the organization's goals and objectives are achieved. Coordinates, plans and schedules with other organization managers and customers as appropriate. Monitors and evaluates subordinate supervisor's progress toward meeting their goals and objectives - makes adjustments in objectives, work plans, schedules and the commitment of resources as required. Communicates with industry and at all levels of command in the form of briefings, written correspondence, and personal contact. Manages the resolution of conflicts impacting requirements, schedules, funding, resolving critical issues related to policy application; participating in committees and seminars of Component or DoD importance on issues of considerable consequence related to the programs or its contracts; and presents rationale or position on specific problems. Participates in the development of strategic policy as a representative to special task groups within the agency or department; serves as a business advisor providing advice, guidance, and business solutions to contracting officials, program officials, commanders, and other senior personnel on a wide-range of contractual issues; provides advice on legislation and policy, to recommend and/or lead change in the procurement process; performs oversight and/or audit of contract files, compiles lessons learned, ensures consistent policy application, and provides continuous improvement of critical processes. Manages all aspects of the contracting process. Serves as the Source Selection Authority for contracts $500,000 or less. Reviews and approves all solicitations and contracts exceeding $250,000 but less than $500,000 for the appropriate contract type, inclusion of appropriate clauses and provisions, selection of source, contracting method, determinations and findings, documentations, and clarity of contract terms. Exercises superior judgment in pre-solicitation, solicitation, award, and post award contract actions. Leads teams and participates in meetings with key customers (Program Management Reviews), suppliers, and coordinating officials to assess customer satisfactions, explain contracting policy and procedures, and resolve problems that arise and to formulate, implement, monitor and improve contracting strategies. Supervise Contracting Officers with unlimited contracting warrants who acquire and provide contract management/administration for complex, multiple-year contracts for equipment; supplies and services to include Lodging Renovation Projects Management, NAF Construction, Architecture and Engineering, Facility Management, and Quality Control. Provides advice to Director on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Interviews candidates for subordinate positions and recommends hiring, promotions, or reassignments. Provides authoritative advice and guidance to subordinates to promote development of individual skills and abilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops performance objectives and rates employees. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment and fosters trust and respect, effectively manages employees concerns. Uses effective coaching and counseling techniques to facilitate productive workplace behavior and performance. Takes disciplinary measures; addresses subordinate's concerns and follows-up with appropriate action; provides a work environment free from all forms of discrimination, harassment, and retaliation; identifies, arranges, and provides developmental and training needs; and supports the Agency's EEO, security, health, and safety programs. Employee is considered a procurement official IAW the procurement integrity provision contained in section 27 of the Office of Federal Procurement Policy Act (41 US Code 423).

Qualifying Experience:
Experience performing at the division level. Experience with contracting policies and procedures, commercial and federal acquisition and of public laws, regulations and policies. Contracting officer experience, with expertise in various types of contracts, methods of contracting, and source selection factors to plan appropriate strategies to contract complex requirements and conduct negotiations both pre-award and post-award. Experience making sound, well-informed, and objective decisions to ensure the performance of all necessary actions for effective contracting, ensure compliance with the terms of the contract. Demonstrate managerial experience as a contracting professional achieving program results across complex and diverse organizations, ensuring the office's mission and objectives are met. Experience and mastery of cost/price analysis techniques and/or post award procurement actions including contract claims and contract termination.

Knowledge, Skills and Abilities (KSA's):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of Nonappropriated Fund (NAF) contracting policies and procedures, commercial and federal acquisition and of public laws, regulations and policies.
  2. Familiar with commercial industries practices, competitive sourcing, performance based procedures, and market conditions applicable to program and technical requirements.
  3. Bachelor's degree with 24 semester hours in business management courses.
  4. Able to communicate effectively both orally and in writing.
  5. High level of experience with soliciting, awarding, and administering multi-million dollar service requirements.
  6. Experience managing multiple solicitations/awards at a given time.
  7. Previous experience as a warranted contracting officer.
  8. Experience as a supervisor in the contracting career field.
  9. Experience managing workload of subordinate contract specialist.
  10. Demonstrated leadership qualities that support quality process within the Directorate and the Agency.
  11. Ability to challenge, manage, control, appraise staff and evaluate contracting methods, practices and process.
  12. Ability to lead, plan, organize, mentor, direct the functions and adjust work operations to meet program requirements and objectives within available resources.
  13. Ability to recognize and analyze issues, conducts research, summarize results, provide alternatives, and make appropriate decisions or recommendations toward goal accomplishment.
