Summary

This position is assigned to the Nonappropriated Fund (NAF) Acquisitions Branch (N945); Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters (HQ) Supervisory Contract Specialist to provide strategic leadership, oversee a diverse portfolio of contracts, and ensure the highest standards of efficiency, compliance, and innovation in the contracting process.

Duties

Non-Supervisory duties include but are not limited to:

  • Maintains acquisition policies, procedures, and instructions; recommends procurement policies and procedures for use throughout the CNIC enterprise; and ensures distribution to all team members and pertinent staff.
  • Trains and arranges the appropriate Supply/Service NAF training for the team.
  • Maintains and recommends procurement policies and procedures capable of satisfying the needs of activities under the cognizance of CNIC N9.
  • Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Provides procurement guidance and Procurement Management Review (PMR) assistance to the procurement team along with the CNIC regional offices and the Office of the Secretary of Defense (OSD).
  • Serves as a facilitator/trainer and, when required, a negotiator in coordinating the team's initiatives and in consensus building activities among the team.
  • Seeks out procurement savings opportunities within the system, prepares plans to take advantage of those opportunities, and executes major and multi-installation procurement actions to achieve such savings.
  • Obtains and analyzes procurement data from activities for worldwide and regional planning, consolidation and standardization of procurement actions.
  • Acts as an expert in advising and guiding activities in the proper procurement procedures and the administration of NAF allocated for procurement.
  • Serves as an N94 representative in collaborating with the Air Force NAF Procurement Office; Army Morale, Welfare and Recreation (MWR) Contracting Office; Marine Corp NAF Contracting Office; and the Navy Exchange Service Command (NEXCOM) Contracting Office regarding common NAF interests.
  • Advises and informs the acquisition team and other activities regarding procurement policy decisions and the rationale thereof.
  • Maintains contact with Department of Defense (DoD) and other government agencies to exchange information and establish mutual positions regarding common procurement efforts; and make recommendations regarding procurements that will result in cost-savings and best value to CNIC and OSD activities.
  • Prepares and maintains a procurement action lead time (PALT) report.
  • Acts as contract advisor by providing advice and guidance regarding the administration of different types of contracts.
  • Represents the team in communicating with other branch managers and supervisors regarding procurement actions and requirements to ensure the command mission is supported per established and mandated NAF procurement rules and regulations.
  • Reviews contracting documents to ensure all files are complete and accurate throughout the procurement process and through contract close-out.
  • Prepares and distributes solicitations for goods and services; evaluates and negotiates offers received; and awards major and multi-installation supplies and services contracts for all N9 NAF programs, the Wounded Warrior program, Armed Forces Retirement Homes, and OSD.
  • Reviews Requests for Proposals (RFPs) and Awards for accuracy prior to legal review.
Supervisory duties include but are not limited to:
  • Directs work to be accomplished by a workforce of NAF employees: up to seven (7) NF-03 to NF-04 employees in various classifications (e.g., Procurement Technician and Contract Specialist), and acts as a rating official.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and,

Qualifications

A qualified candidate must possess the following:
  • A 4-year course of study leading to a bachelor's degree in a relative field OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing.
  • Four or more years of progressively responsible general and/or construction contracting related work experience.
  • Knowledge of Federal, DoD, Department of the Navy (DON), and CNIC laws, policies, theories, principles, practices, and techniques related to contracting operations.
  • Knowledge of appropriated fund (APF) and NAF contracting requirements, and the practices of business and industry sufficient to develop policies and provide guidance to HQ, regions and installations.
  • Knowledge of the procurement regulations and laws governing the procurement of goods and services within a governmental environment.
  • Knowledge of contract administration and termination techniques sufficient to administer and close out contracts.
  • Knowledge of price/cost analysis techniques, sufficient to evaluate contractor proposals.
  • Knowledge of contract types, methods and techniques.
  • Knowledge of, and experience with automated procurement systems.
  • Skill in analyzing and evaluating audit reports, regulations, and other relevant material as a basis for developing and implementing departmental guides or procedures; and preparing reports.
  • Skill in negotiation techniques to conduct contract negotiations and to meet and deal with high level business, industry, and/or Government officials.
  • Skill in managerial and coordinative activities sufficient to control a variety of contractual actions occurring concurrently, in an overlapping fashion and to control several simultaneous interrelated contracts with different contractors.
  • Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.)
  • Ability to perform the full range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Education

As a minimum educational require for this series, a qualified candidate must possess at least one of the following:
