Summary

This position is located at the Fredericksburg Health Care Center (FxHCC). Responsible for the operation of the Diagnostic Radiology Service at the FxHCC. Supervises the work of all staff in general and specialty diagnostic sections to include all technologists, and administrative support staff. Maintains the flow of patients through the department in such a manner as to minimize patient delay and increase efficiency in the utilization of diagnostic equipment.

Duties

Major duties include, but are not limited to:

  • Directs the technical services that support the FxHCC in a comprehensive and complex radiographic and imaging program. These services provided are direct and have a significant impact in other multi-mission organizational units' ability to provide critical patient support. The incumbent's ability to identify and implement methods for improving the efficiency and effectiveness of performing these services and the liaison role the incumbent plays affects the overall operational services to the patients, families, and community.
  • Plans and coordinates work to be accomplished by sub-areas CT scan, GI, OR, Ultrasound, MRI, Mammography, Nuclear Medicine, and lnterventional Radiology. Sets and adjusts short-term and long-term priorities and prepares schedules for goals on completion of assigned tasks.
  • Assigns work based on priorities, consideration of difficulty and requirements of assignments, and capabilities of employees.
  • Advises employees of performance requirements and keeps them informed of their progress in meeting those requirements. Holds corrective interviews with employees regarding inadequate performance or conduct.
  • Participates in the management of human resources for the department including selection, promotion, performance appraisal, and award and promotion systems.
  • Decides on emergent, costly, or controversial training needs and training requests related to employees of the Imaging Service.
  • Evaluates technical imaging contractors work to ensure quality and standards compliance.
  • Directly supervises the Service's Supervisory and Administrative Staff -Supervisory DRT's, QM/PACS Admin, Administrative Officer.
  • Makes decisions on work problems presented by facility supervisors, administrators, facility team leaders, similar personnel, and contractors.
  • Provides advice, counsel, or instruction to employees on both clinical and administrative matters.
  • Participates in the compilation and analysis of data on departmental activities and prepares related reports to the Chief, Diagnostic Imaging Service.
  • Participates in quality performance/improvement activities and ensures compliance with VA and external regulatory requirements for activities under his/her area of responsibility. Quality assurance activities include image quality assessment and continual review and update of protocols and techniques. Will be required to work on continuous process improvement projects, working closely with the Medical Center QC/QA/Safety department.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
  • Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).NOTE: Assignment to the clinical program director requires meeting JRCERT minimum educational standards as noted in the assignment description.
    • Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.

Grade Determinations: Diagnostic Radiologic Technologist, GS-12

Experience. At least one year of the following types of experience comparable to the next lower grade (GS-11) level that fully meets the KSAs at that level.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:

Supervisory Diagnostic Radiologic Technologist. Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower grade level, and may include clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of comprehensive and complex modalities. The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):

a. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
b. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
c. Ability to participate in research studies and/or as a consultant to others conducting research.
d. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
e. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.

Preferred Experience: Multi-modality Radiologic Technologist

The full performance level of this vacancy is GS-12.

Physical Requirements: Heavy lifting, 45 pounds or over; moderate carrying 15-45 pounds; pushing, pulling, and reaching above shoulders up to 4 hours; use of fingers, good dexterity (both hands required); prolonged walking, standing, and/or sitting; repeated bending; ability for rapid mental and muscular coordination simultaneously; ability to distinguish basic colors; hearing (aid not permitted in Zone 4); and speed in working. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.
