Summary

Chief Radiologic Technologist
The incumbent supervises a large staff of at least 13 subordinate personnel including GS-10 Diagnostic Radiologic Technologists (DRT) and at least one GS-11 team leader. The Chief Radiologic Technologist provides guidance and serves as an authority and subject matter expert on Imaging Services. Incumbent develops guidelines, assesses Imagining effectiveness, establishes and maintains quality assurance and quality management programs.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Duties include, but are not limited to:

- Directs the performance of Imaging Services through scheduling, work prioritization and supervision. Oversees all facets of Imaging functions.
- Acts as working technical supervisor for the Imaging Services. Oversees routine testing as required and develops knowledge of more complex tests to perform as needed.
- Supervises Imaging personnel. Evaluates qualifications of potential employees; interviews and hires; monitors and evaluates competency and performance of all personnel on an ongoing basis.
- Trains or assigns training of Imaging personnel. Provides for continuing education program and monitors employee participation.
- Establishes and monitors quality assurance, quality control, proficiency and Imaging policies and procedures.
- Establishes and monitors policies and procedures for overall Imaging performance. Selects, evaluates, develops, and validates all Imaging methods. Approves new procedures.
- Reviews Imaging results, quality control, proficiency and personnel records. Exercises professional judgment while ensuring that Imaging results are not reported until all corrective actions have been taken and imaging systems are properly functioning.
- Resolves technical problems and ensures remedial actions are taken whenever Imaging systems deviate from established performance specifications.
- Analyzes cost of providing Imaging services.
- Interfaces with other disciplines (i.e. nursing, clerical) to ensure a smoothly functioning and efficient operation.
- Maintains customer relations through communications, courteousness, timeliness, quality, and cost-effectiveness. Develops a customer-oriented workforce both internally and externally.
- Facilitates regular department meetings, conducts annual reviews of radiology staff.
- Works closely with radiologists and technologists to develop and continually optimize imaging protocols and staff training resources.
- Oversee the safe use and maintenance of equipment and supplies. Adhere to and enforce safety standards and protocols.
- Performs the full range of authorized Imaging services on any/all shifts including (but not limited to) duty on weekends, holidays, nights, on-call rotation and/or other shifts. Incumbent may be required to rotate/work different shifts.
- Any clinical and/or medical center task that is critical to the mission of the department and VHA as delegated by the Chief of Diagnostics.
- Travels to other VA BHHCS facilities, as needed, to perform duties and/or to provide primary imaging coverage to meet mission requirements (i.e. manning shortage and/or emergency situations)
- Incumbent may use GOV vehicle as part of their duties (to include travel).

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
  • Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).
  • English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
Grade Determinations:

GS-12 Supervisory Diagnostic Radiologic Technologist
Experience: At least one year of experience comparable to the next lower grade level, GS-11, that fully meets the KSAs at that level. These include:
i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
iii. Skill in problem solving and conflict resolution.
iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees.
AND
Knowledge, Skills, and Abilities (KSAs): The candidate must demonstrate the following technical KSAs:
i. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
ii. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
iii. Ability to participate in research studies and/or as a consultant to others conducting research.
iv. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
v. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.
