Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

This Supervisory Diagnostic Radiologic Technologist (DRT) Magnetic Resonance Imaging (MRI) is assigned to Bay Pines VA Healthcare System, Radiology Service, Magnetic Resonance section with the Lee County VA Healthcare Center, Cape Coral, FL. This is a general medical and surgical facility, providing a full range of patient care services, with state-of-the-art technology as well as education.

Duties and responsibilities of the Supervisory Diagnostic Radiologic Technologist (MRI) include but are not limited to:

  • Analyzes organizational, technical, and administrative problems.
  • Directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff.
  • Performs all MRI scans provided within the service as the subject matter expert in the section, as well as recommending, coordinating, and evaluating new or modified procedures/protocols.
  • Develops and implements solutions providing efficient section operation results.
  • Develops new policies and guidelines as needed, while updating existing polices to maintain the most current expectations.
  • Assigns, manages, and directs the work of subordinate technologists when examinations and/or procedures require assistance; directs all section schedules in a manner so as to optimize workflow while maintaining flexibility for emergency cases, rearranging patients to accommodate these requests.
  • Ensures all procedures and general operations are performed to meet The Joint Commission Standards.
  • Establishes and monitors employee's performance and is responsible for providing input for rating each employee at the end of each rating period and determining competency throughout the year. Incumbent provides higher-level supervisors with timely feedback on employee's participation and concerns.
  • Functions as the MRI Safety Officer for the facility, providing and ensuring the following:
    • Develops, documents, and introduces, in conjunction with and under the authority of the MR Medical Director (MRMD), safe working procedures for the MR environment.
    • Ensures adequate written safety procedures, work instructions, emergency procedures and operating instructions are established, communicated, and enforced.
    • Ensures proper policies and procedures for day-to-day MR safety are enforced and monitored, minimizing risks to health that arise from the use of or exposure to the MR equipment.
    • Manages and monitors measures taken in response to hazards posed by the MR equipment to protect against such hazards.
    • Ensures all Service Chiefs and senior medical staff members who are responsible for personnel who will be involved with the MR system are informed of the formal procedures for training while providing and documenting training records for these personnel.
  • Evaluates quality management procedures and processes to ensure compliance. Initiates response procedures when not in compliance and works to return compliance to the identified issue.
  • Develops and assists with Performance Improvement pertaining to his/her assigned technical and clerical staff, and is responsible for overseeing departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities.
  • Formulates plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to subordinate Lead and staff technologists.
  • Analyzes and use data effectively to manage workload, quality, performance, and productivity.
  • Trains new technologists in all imaging aspects under their direction including specialized cases.
  • Instructs other technologists on specialized tasks and new/modified procedures and policies and ensures their compliance and understanding.
  • Ensures policies are communicated to all staff and safety practices are always utilized

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).

Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.

Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.

Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.

Supervisory Diagnostic Radiologic Technologist (MRI), GS-10 Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met.

Experience. Candidates must have at least one year of experience equivalent to the next lower grade level (GS-08) directly related to the position being filled that demonstrates the following clinical competencies:
  • Ability to check system for operation and assess acceptable performance based on established guidelines.
  • Knowledge of calibration parameters and the ability to make adjustments as needed.
  • Knowledge of patient's clinical record, diagnosis, and laboratory results.
  • Ability to monitor patient's physiologic changes during the procedure and keep the radiologist informed.
  • Skill in using tact, diplomacy, and courtesy in dealings with the customer base, patients, staff, family, visitors, and volunteers.
  • Knowledge of anatomy and physiology, and cross-sectional anatomy, recognizing unusual images, and determining proper positioning to best demonstrate areas of interest.

Demonstrated Knowledge, Skills, and Abilities

In addition to the experience listed above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):
  • *Ability to balance the needs of patients and staff while still performing complex scans and procedures.
  • Knowledge of techniques for gathering relevant information from the medical record, significant others, and health care providers.
  • *Ability to assess factors that may contraindicate the procedure.
  • Knowledge of basic first aid and basic life support practices related to radiography.
  • Knowledge of physical assessment, aseptic techniques, intravenous methods and techniques and universal precautions.
  • Knowledge of pre-procedural, procedural, and post-procedural care of patients.

The full performance level of this vacancy is GS-10.

Physical Requirements: The physical demand of the work includes heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability.
