Summary

This position is located in Denali National Park and Preserve, in the Visitor and Resource Protection Division.

Duties

This position is in the National Park Service, Alaska Region 11, and is part of the Communication Center branch of the Visitor and Resource Protection Division located in Denali National Park and Preserve. The position reports to the Communication Center Manager. The center operations are complex serving multijurisdictional all-risk incidents for 16 park units within the Alaska Region. The Alaska Region Communication Center (ARCC) operates 24 hours-a-day, 365 days a year and supports law enforcement, aviation, wildland/structural fire, medical, search and rescue, intelligence, and other emergency and routine functions on behalf of the National Park Service with other Federal, State, and Local agencies.

The Supervisory Dispatcher's primary objectives are to supervise subordinate employees while ensuring seamless operations in the communication center. The Supervisory Dispatcher balances the needs of the center with the needs and well-being of dispatch staff. The Supervisory Dispatcher projects and models our mission of ensuring the safety of staff and visitors of the National Park Service in Alaska by providing a professional point-of-contact for communications and emergency services. Major duties include:

  • Supervise subordinate employees while ensuring seamless operations in the public safety communication center.
  • Assist the Center Manager in the development and maintenance of complex dispatch operating plans, guides, protocols, directories, operating systems, databases, intelligence sources, and other reference/training material.
  • Ensures that staff have the skills, training, motivation, tools, and resources to be effective, resilient, and healthy in their roles within communication center.
  • Plans and schedules work to be accomplished by subordinates, reviews work and performance, and performs employee appraisals and evaluations.
  • Acts in a leadership role as an emergency contact and is responsive to questions and problems that staff encounter. Also ensures continuity of operations and that the center meets minimum staffing levels.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. Important: Please, do not provide a copy of your driver's license at this time. If selected for a position, you will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • A minimum typing speed of 40 words per minute is required.
  • Selectee may be required to work during emergencies.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

Credit will be given for all appropriate qualifying experience. SELECTIVE FACTOR: This position performs as a Lead Dispatcher providing public safety dispatch operation in a complex environment and must be able to obtain and maintain access for both the Alaska Public Safety Information Network (APSIN) and National Crime Information Computer (NCIC) systems, both of which require that the incumbent cannot have been convicted of a felony or a misdemeanor.

EXPERIENCE: At least one year of specialized experience equivalent to the GS-9 level in Federal Service that equipped me with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes activities such as: leading and providing direction to personnel within a public safety communication center; training and providing continuing education to new and established employees; serving as a point-of-contact for day-to-day operations; in addition to performing the role of dispatcher. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The nature of the work is primarily sedentary. Occasional bending and lifting are required during movement of materials and supply restocking. Stress from emergency situations, multiple incidents and long hours are present. During this time, intense concentration is needed to perform properly. There are frequent demands for rapid decision-making. Shift work in general is also physically demanding.


Working Conditions: Work is performed primarily in the dispatch center where control and direction must be maintained during emergency situations. Work is normally performed in a specialized office setting. Multi-channel radios are continuously monitored, and multi-line telephones constantly ring, sometimes resulting in a noisy environment. Demands by internal and external customers during peak incident loads can be demanding. Call volume spikes can create a potentially hectic and stressful work environment. Incumbent must be able to concentrate on work projects amidst the activity, interruptions, and the movements of others. Some exposure to hazards occurs in flying, inspections, and field trips presented in the job.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice. Employees should consult professional tax, legal and accounting advisors regarding concerns about the financial implications of a Permanent Change of Station (PCS).

Alaska currently does not have a state income tax.
