Summary

This position is located in Yellowstone National Park, in the Resource and Visitor Protection Division

Duties

Manages all aspects of a 24/7/365 Primary Public Safety Answering Point (PSAP) Communication Center including the development and maintenance of interagency mobilization plans, complex dispatch operating plans, and guides.
Manages all aspects of supervision directly and indirectly for Communication Center staff (upward of 16 staff).
Manages all aspects of a quality assurance and training program that aligns with best practices and industry standards.
Leads staff with innovative resourcing practices dispatching law enforcement, structure fire, search and rescue, and emergency medical type calls.
Collaborates with the Yellowstone National Park Emergency Operations Center/Wildland Fire Dispatch and Program Managers.

Physical Demands: The work requires long periods of sitting and standing in one position at a computer terminal, intense concentration and working at top speed for several hours at a time. The incumbent may be under constant degrees of stress. The work environment is intense, with multiple voice and data messages and alerts arriving at the same time and requiring immediate response and listening to voices of various levels of intensity talking. Therefore, the ability to hear and to communicate clearly, both orally and in writing, is paramount. There is some degree of light to moderate lifting required. Shift work or non-standard tours of duty are involved or maybe required. The incumbent may be required to work holidays and weekends. The incumbent is an essential employee, therefore is required to come to work on time, regardless of weather conditions. Additionally, in exigent circumstances, the incumbent may be required to work past a normal end of shift in order to maintain the efficiency of the National Park Service. Incumbent must be able to speak clearly in English. Due to the high intensity of the office environment, the incumbent will be allowed to participate in physical training programs. Travel associated with occasional site visits may require some walking and climbing. Must be able to respond to after hour callouts.

Working Conditions: The work area is in an open space that also contains computer workstations, alarm equipment, and radio equipment. The incumbent may be required to be deployed to other locations and areas for special assignment which may include work outdoors or in other areas that are not climate-controlled or adequately lighted. The work is performed primarily in an office setting. Radios and telephones are in constant use and result in frequent periods of excessive and constant noise. Incumbent must be able to multitask and concentrate on work projects amidst noise, interruptions and the movements of others. This creates a hectic and high-stress work environment.

Mammoth Area Information: This position will be located at park headquarters in Mammoth Hot Springs in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants, are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.
Occupancy of government housing is required and housing will be provided.

  • Must obtain certification for NCIC (National Crime Information Center) and EMD (Emergency Medical Dispatch) within 120 days of entering on duty (EOD).
  • Must obtain Field Training Lead certification within 120 days of entering on duty (EOD).
  • Must obtain EMD Quality Assurance certification within 120 days of entering on duty (EOD).
  • Must obtain designation for Terminal Agency Coordinator withing 120 days of entering on duty (EOD).
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home on occasion.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications

QUALIFICATIONS:
All qualifications must be met by the closing date of this announcement-09/11/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Independently supervising a complex all-risk public safety dispatch center, including handling 9-1-1 telephone, fire, law enforcement, medical, search and rescue, maintenance and other emergency service calls which include evaluating and coordinating emergency situations and daily operations to ensure accurate quantities and kinds of resources are dispatched to incidents. Public Safety dispatching includes: Monitoring and responding to radio communications and 911 calls and other emergency reporting systems; receiving requests for service; receiving, evaluating, and summarizing complaints prior to dispatching the information; keeping track of field unit safety and welfare of employees; responding to complaints, and incidents; dispatching appropriate field units/personnel for emergency services; querying and updating law enforcement data bases; preparing and maintaining incident reports; referencing and updating resource materials; advising the public and other law enforcement agencies regarding the emergency; receiving requests for service; receiving, evaluating, and summarizing complaints prior to dispatching the information; and communicating with difficult callers. .
