Duties

The incumbent is responsible for the overall management of the Division’s Customer Service Branch, Technical Research Branch and the Equipment Authorization and Compliance Branch to include formulating plans, policies and procedures, long range programs, and organizational changes which have significant impact on resources, program goals and emphasis, economy and organizational effectiveness.
Responsible for developing Division goals, budget needs, and objectives related to electronics engineering, including plans, policies and procedures, long range programs, and organizational changes, and implementing policies and procedures. In coordination with the Branch Chiefs and the Division Deputy, the incumbent: (1) establishes policies to direct these activities, (2) interprets the Commission’s rules and regulations in support of these activities and (3) directs and manages engineering studies and measurement projects to support these activities, and (4) assesses and responds to the impact on resources, program goals and emphasis, economy and organizational effectiveness.
Provides advice and guidance to congressional committees and their staff in drafting legislation and presents expert testimony before congressional hearings on legislative spectrum proposals.
Provides advice and guidance to the OET Chief regarding technical matters that arise in rule-making proceedings and other administrative actions pursued by the Office.
Participates with the Deputy Division Chief and/or Branch Chiefs in overseeing and supervising the planning and directing of highly composite technical research and equipment evaluation, testing and authorization projects in support of Commission actions, and coordinates with the OET Chief and/or his or her designee(s).
Responsible for overseeing the Commission's equipment authorization program including managing and developing new features for OET's Equipment Authorization System as well as policies for implementing the Commission's rules related to equipment security and supply chain integrity.
Participates with the Branch Chiefs and/or Deputy Division Chief to oversee planning, directing, coordinating and evaluating the Division’s Customer Service Branch, Technical Research Branch and the Equipment Authorization and Compliance Branch work products; serves as a supervisor with responsibility for the technical and administrative supervision of three Branches.

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:

• Experience overseeing, directing, supervising or managing a subordinate staff;
• Experience planning and administering highly complex projects and proceedings of major policy and technical significance related to radio frequency spectrum technologies and equipment authorization related issues;
• Experience providing technical expertise on radio frequency compliance measurement procedures and policies, including for emissions, human exposure and hearing aids;
• Experience writing and directing others in writing detailed and complex technical procedures for equipment authorization and interpretations of technical rules and standards;
• Experience representing the organization in high-level meetings or conferences; and
• Experience providing guidance and advice to management and other stakeholders regarding engineering and regulatory issues.
