Duties

  • Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training.
  • Manages personnel and assigns duties to accomplish the workload safely and efficiently.
  • Interviews candidates for positions; recommends appointment, promotion or assignment for positions; hears or resolves complaints from employees; referring group grievances and more serious unresolved complaints to a higher level; and effects minor disciplinary measures.
  • Carries out managerial duties in accordance with regulatory requirements in areas such as internal management controls; Merit Systems Principles; Safety and Occupational Health obligations; performance management; management of ethics, conduct and discipline; and hiring reform.
  • Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments.
  • Responsible for the property tracking and accountability of all WFS owned equipment and must have a working knowledge of associated property regulations.
  • Researches, reviews and evaluates technological trends and provides approaches for achieving significant advances in operational and mission requirements by incorporating state-of-the-art equipment.
  • Oversees, tracks, and coordinates life-cycle replacement for all federally owned equipment.
  • Responsible for conducting the evaluation and technical analysis of electronic, computer, and electro-mechanical equipment and systems to ensure they meet the required section applications and operational parameters.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement.

Basic Qualification Requirements:

For the GS-13 level:

At least one year of specialized experience equivalent to the GS-12 level, or higher in the Federal service, or equivalent. Examples of specialized experience include: Providing technical support for Remote Automated Weather Stations (RAWS) and related electronic, electro-mechanical, telemetry, communications, sensor, and data collection systems used in support of wildland fire operations and other all-risk activities. Developed and implemented troubleshooting, maintenance, operational, safety, testing, and certification standards and procedures to ensure systems and equipment met established technical and operational requirements. Conducted technical analyses of complex systems, evaluated technological advancements, and developed hardware, software, and equipment solutions to improve system performance, reliability, and mission effectiveness. Provided technical leadership for equipment maintenance, troubleshooting, configuration, testing, operational readiness, and life-cycle requirements while coordinating technical activities with field and depot personnel, interagency users, engineering staff, vendors, and contractors. Analyzed complex operational and equipment requirements, established technical priorities, and developed solutions involving equipment failures, resource constraints, changing technologies, and time-sensitive wildland fire and all-risk mission requirements.

Physical Demands: The work includes a combination of supervisory, administrative, shop, bench, warehouse, travel, and operational activities. The incumbent performs recurring walking, bending, stooping, crouching, climbing, and lifting during equipment handling, installation, maintenance, and/or
system support activities. The work may involve removal and replacement of intricate components, operation of vehicles or off-road equipment, and lifting or carrying moderately heavy items.

Working Conditions: Work is performed in offices, shops, warehouses, vehicles, training locations, and outdoor environments. Conditions may involve exposure to rough terrain, adverse weather, temperature extremes, dust, electrical hazards, tools, and moving equipment. The work may also involve travel and operational conditions associated with emergency or incident-related support. Risks are moderate and are controlled through established safety procedures and use of protective equipment.

DOI has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

The U.S. Wildland Fire Service (USWFS), an organization within the Department of the Interior (DOI), responds to wildfires and promotes fire-resilient landscapes across more than 500 million acres of public and tribal lands nationwide. The USWFS has full program authority and coordinates the DOI wildland fire management program in its entirety.
