Summary

This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Safety, Health and Emergency Operations. This position is responsible for the management and supervision of the delivery of field services to all DOL employees outside the National Capital Region.

Duties

As a Supervisory Emergency Management Specialist, you will be responsible for planning and guiding operations, overcoming challenges, and providing flexibility in the face of unforeseen obstacles and conditions. This position identifies methods to improve operations, programs, and services as well as manages, contributes to, and implements operating and strategic plans for the office and oversees ongoing monitoring of program goals. Executes duties or directs others to respond to changes in DOL management priorities, initiatives, and changes in staffing. Major duties for this position include but are not limited to the following:

  • Provide direction and operational guidance for cross-regional emergency management and field operations, ensuring alignment with agency priorities and mission requirements.
  • Lead organizational improvement initiatives, including the development and implementation of policy, procedures, and guidance documents.
  • Contribute and/or oversee staff development, including teams of emergency management professionals, by setting priorities, monitoring performance, and ensuring effective day-to-day and long-term operations.
  • Manage development and implementation of field policies, ensuring compliance with requirements related to emergency management, security, and continuity planning.
  • Lead continuity of operations and disaster recovery planning, overseeing testing, readiness activities, threat monitoring, and field implementation of continuity communication systems.
  • Manage emergency management programs and continuity of operations activities by overseeing COOP planning, preparedness actions, threat monitoring, and disaster recovery processes to ensure operational readiness across regional field offices.
  • Administer physical and personnel security programs by managing PIV credentialing, access control systems, facility security requirements, and coordination with FPS, GSA, OIG, and law enforcement to maintain a secure operating environment.
  • Interpret and apply federal policies, Executive Orders, DHS/FEMA continuity standards, and DOL regulatory requirements to ensure operational compliance and consistent implementation across field operations.
  • Develop and execute operational plans by establishing performance measures, milestones, and resource allocations to support effective program management and agency coordination.
  • Conduct threat and vulnerability assessments and implement mitigation strategies by developing incident response procedures that protect personnel, property, and classified or sensitive information.
  • Design and deliver training and technical guidance to employees, managers, and regional leadership on emergency management, security, continuity operations, and safety protocols to ensure consistent program execution.
  • Provide technical guidance, administrative support, and specialized training to employees, agency officials, and field-based leadership on security, continuity, emergency preparedness, and safety requirements.
  • Oversee security and access control programs, including PIV credentialing, facility access protocols, and coordination with stakeholders and law enforcement to ensure a secure environment for employees and visitors.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-13. Qualifying specialized experience for this position includes the following:

  • Experience managing emergency management and continuity programs, including developing, reviewing, or implementing COOP plans; conducting or overseeing continuity tests and updates; and coordinating preparedness, threat monitoring, or disaster recovery activities across multiple organizational units.
  • Experience coordinating with agency leadership and external partners (e.g., federal, state, or local entities) to resolve operational, policy, or implementation challenges; integrate program activities; and represent an organization at meetings, conferences, or inter agency work groups.
  • Experience evaluating and improving organizational processes, including assessing performance data, identifying gaps in communication or operations, applying change management practices, and implementing improvements that support mission goals.
  • Experience providing technical guidance or training to field leadership, committees, or staff on emergency management, security, continuity operations, or safety procedures, and ensuring adherence to relevant policies, standards, or regulatory requirements.
  • Experience administering or overseeing physical and personnel security programs, including PIV credentialing, facility access controls, incident response procedures, or coordination with security partners such as FPS, GSA, OIG, or law enforcement entities.

It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
