Clarification from the agency

Duties

  • Performs and supervises work in the engineering department for USAG Humphreys. Provides direction, evaluates, and oversees the work of subordinate employees in all phases of preventive and repair maintenance.
  • Identifies and programs minor construction projects, maintenance and repair projects. Makes plans and determines cost estimates, resources needed, and completion time for projects.
  • Draws or reviews drawings, concept sketches, work orders and specifications, and performs other associated duties related to technical engineering.
  • Establishes internal procedures to identify and correct problems. Ensures strict adherence to internal control and environmental procedures and requirements. Prepares budgets and manages day-to-day operations of the department.
  • Establishes daily project priorities based on directives or priorities. Performs administrative duties, project planning, forecasts, ordering of products. Performs supervisory duties, performance , training, mentoring and discipline, as required.

Qualifications

Minimum Qualifications:
  1. Work experience indicating an acquired knowledge of engineering designs, blue prints, master planning, environmental policies, safety policies, maintenance, supply, and contracting procedures.
  2. Must be able to document and verbalize problems, changes, and needs.
  3. Must have experience in performing on-site quality control.
  4. Experience and ability to work with PC based software packages.
  5. Must be knowledgeable of engineering, construction, contracting, and project management related principals and procedures.
  6. Must be able to communicate effectively, orally and in writing.
  7. Must have supervisory experience in facility management.
Highly Qualifying Criteria:
  1. Three to five years' experience overseeing Far East District (FED) Corps of Engineers construction projects in Korea. (This includes construction management, development, design, execution and quality control.)
  2. One year of specialized experience verifying contractor's performance requirements of contracts in accordance with the contract terms, conditions, and specifications. (This includes experience preparing reports reflecting inspection results of contractor performance by conducting site investigations, inspections, and/or surveys.)
  3. Three years of demonstrated technical knowledge, skills, abilities, required to plan and execute the project's preliminary work.
  4. Experience with submissions of major and minor work order requests, such as Facilities Engineer Work Requests and Demand Maintenance Order/Service Order/Army Maintenance (ArMA).
  5. Working knowledge of DOD policies and Army Regulations related to Engineering and Construction Project Management.
  6. Engineering degree (Mechanical), or construction related field, or equivalent practical experience is highly desirable.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives WILL NOT be paid.
Foreign Overseas Allowances
  • Post Allowances (PA) and Living Quarters Allowances (LQA) are authorized. Foreign overseas allowances will be paid, contingent upon eligibility.
