This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), Marine Spatial Ecology Division (MSE) with one vacancy in Silver Spring, MD.

Duties

As a Supervisory Environmental Scientist, you will perform the following duties:

  • Plan and manage National Centers for Coastal Ocean Science's (NCCOS) extensive scientific contributions to National Ocean Service (NOS) strategic areas. Oversee and develop the long-range plans, goals and objectives, develop and report our annual operating plan. Oversee involvement in budget formulation for new science initiatives, and coordination of the National Ocean Service Coastal Science Board.
  • Oversee the development and implementation of strategic legislative, partnership, and science communication plans. Develop information and plans related to the future operations of the organization. Oversee communications within the organization to facilitate a sense of community, awareness of activities, and requirements and processes.
  • Oversee and coordinate technical support for analyses of NCCOS research and monitoring activities, including coordinating scientific manuscript review for NCCOS, periodic science program reviews, and ensuring environmental compliance of the research NCCOS conducts.
  • Evaluate work performance of subordinates. Give advice, counsel, or instruction on work and administrative matters. Make decisions on problems presented by subordinates. Making/approving selections for subordinate non-supervisory positions, hearing/resolving grievances or serious employee complaints.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

NOTE:
* A one year probationary period may be required.
* A one year supervisory probationary period may be required (probationary period can be served concurrently).
* Payment of relocation expenses is not authorized.
* This position is not in the bargaining unit.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. To qualify for the 0401 Series:
EDUCATION:
BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Assisting with supervisory functions, such as assigning and reviewing work, and evaluating employee performance;
  • Coordinating a full range of administrative and management functions to include gathering data and responding to congressional or stakeholder inquiries;
  • Creating long-range science plans, goals and objectives for an organization; and
  • Assisting with external scientific communication through multiple channels such as newsletters, websites and social media.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.

  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. Additional information

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($181,217 - $191,900) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
