Summary

This position provides FAM program/project leadership and supervision to NTDP highly technical and professional staff. Ensures project leaders follow NTDP Project Management Office (PMO) procedures and guidelines when developing project scope, deliverables, and timeframes. The position manages overall project budgets with coordination with NTDP Portfolio Managers.

Duties

  • Duties listed are at full performance grade GS/GW-13 level.
  • Coordinates Washington Office (WO) Fire and Aviation Management staff unit directives and Forest Service field unit needs with NTDP capabilities to achieve responsive and cost-effective problem-solving meeting the Chief's goals and objectives.
  • Serves as a technical advisor and multidisciplinary advisor to NTDP, WO, and field personnel, as a project advisor to project leaders, and as a multidisciplinary project team leader
  • Prepares or assembles detailed project proposals and cost estimates to form an annual program of work that is responsive to FAM sponsor direction and funding.
  • Assesses the plans and capabilities of project managers or contractors; formulates optimum approaches; monitors progress through status reports and design reviews; solves priority and workload problems.
  • Applies the systematic application of scientific knowledge to create new or substantially improved equipment, systems, materials, processes, techniques and procedures.
  • Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.

Specialized Experience Requirement:

For the GW-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS/GW-11) in the Federal Service. Examples of specialized experience include Serving as a project assistant in projects related to protective clothing and equipment; wildland firefighting accessories; firefighter health and safety issues; FAM equipment specifications and standards, and biomass reduction and fuel treatments. Serving as a technical advisor related to the application of technology in solving fire, aviation, and residues problems. Assisting with development of project-oriented tasks including detailed estimates, project plans, detailed action plans, status reports, procurement plans, documentation plans, and reports.

For the GW-13: Applicants must have one year of specialized experience equivalent to at least to the (GS/GW-12) grade level in the Federal Service. Examples of specialized experience include Serving as a project leader, and/or multidisciplinary team leader or member in projects related to protective clothing and equipment; wildland firefighting accessories; smokejumper activities; helicopter rappel operations; firefighter health and safety issues; ground and aerial ignition systems; FAM equipment specifications and standards, spark arrestor certification, engine specifications and testing; and biomass reduction and fuel treatments. Serving as a technical advisor related to the application of technology in solving fire, aviation, and residues problems. Coordinating project oriented tasks including detailed estimates, project plans, detailed action plans, status reports, travel plans, procurement plans, documentation plans, benefit analyses, and reports.

Experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
