Summary

About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Directorate of Public Works.

This is a Direct Hire Authority (DHA) solicitation to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Serves as Facility Operations Specialist for the Directorate of Public Works.
  • Performs duties of the Acting Directorate of Public Works Chief as required.
  • Leads a disciplined and diverse team to carry out assigned tasks.
  • Coordinates with Facility staff across multiple geographical sites.
  • Generates drafts of comprehensive annual budgets.
  • Manages contracts and procurement for Public Works across the organization.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Managing programs to include planning maintenance activities and developing preventative maintenance programs; Overseeing contracts, applications, and project operations to ensure compliance with technical requirements; Generating estimates for materials and labor costs for a variety of projects; and Performing quality assurance inspections and serving as the Billing Official over multiple programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-04 (equivalent to GS-13/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
