Duties
The employee serves as the manager of the regional Facility Management Division. The Division supports parks in the management, maintenance, repair and construction of park facilities, including buildings, railroads, utilities, trails, roads and other physical assets. The employee reports to the Associate Regional Director (ARD) for Facilities, Planning and Infrastructure, and provides leadership, guidance and direction to 62 parks with over 7,000 constructed assets with a current replacement value of over $7 billion. The employee possesses leadership and management skills and broad expertise in facility management, including project development, estimating, and management, to supervise fund source managers in meeting program goals.
Day-to-Day Responsibilities:
- Provides daily leadership and direction to regional facility management staff and branch chiefs, ensuring alignment with National Park Service policies, regional priorities, and safety requirements.
- Oversees execution of facility management programs and fund sources, monitoring project progress, resolving issues, and ensuring effective use of resources across multiple park units.
- Coordinates regularly with park leadership, regional programs, and national offices to communicate guidance, address operational needs, and support project development and asset management activities.
- Reviews and approves facility management actions, including work planning priorities, project proposals, funding allocations, and performance metrics for regional programs.
- Monitors asset management data and reporting systems, ensuring accuracy, compliance with national data calls, and informed decision-making for maintenance, repair, and capital investments.
What is a temporary promotion? A temporary promotion is a temporary assignment of an employee to higher grade and occupational series for which an employee is qualified. Upon completion of the temporary promotion, the employee returns to their official position and grade.
What is a Detail? A detail refers to a temporary assignment of an employee to a different role for a defined period. Once the assignment ends, the employee resumes their regular responsibilities. During this time, they maintain their official position, as well as their status, grade, and pay.

Minimum Qualification [GS-14]
Applicants must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service. Specialized experience includes:
- Performing program management duties such as developing, evaluating, and executing multi-year financial plans; carrying out position management activities; and conducting both long-range and short-term planning for facility programs.
- Managing a workforce engaged in facility management, engineering, and/or design for a large park or multiple park units, including oversight of projects funded by multiple fund sources.
- Providing leadership and technical direction in the planning, design, construction, repair, and maintenance of buildings, utilities, roads, trails, parking areas, and other constructed assets.
- Supervising a large professional staff, including subordinate supervisors, and directing interdisciplinary teams responsible for facility operations, project development, and asset management.

Temporary Promotion Requirements - Career or career-conditional candidates applying for a temporary promotion, must meet all qualification requirements, including time-in-grade qualification requirements.
Detail Requirements - Candidates are required to meet minimum qualifications. They are not required to meet time-in-grade requirements of this position. While on detail, the employee continues to hold their official position from which detailed and keeps the same status and grade.

This position is suitable for telework only in an emergency or natural disaster.
Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and walking, stooping, bending, crouching, and climbing such as in performing periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Employees may carry light items such as books, instruments, and other similar materials. The work may require travel of up to five continuous working days and driving a motor vehicle long distance to reach remote parks.
Work Environment: The work is usually performed in an office setting. The work area: - - Normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or May involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The employee may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required, to allow safe and thorough assessment of existing facilities and/ or new construction.

2. SF-50: (non-award), or equivalent Notification of Personnel Action if you are a current or former Federal employee.
