Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the Chief, Business Compliance Division (BCD) under the Office of the Administrative Assistant to the Secretary of the Army (OAA), Resource Services Directorate(RSD).

Duties

  • Directs a multi-disciplinary staff with responsibility for executive guidance and oversight for OAA business, contracts, and procurement programs.
  • Keeps leadership informed of current developments in the financial field by attending and participating in meetings and through correspondence with counterparts in other organizations.
  • Through data analytics, acts on a variety of information pertaining to program operation; specifically cost, schedule, and performance data.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The duties of this position require occasional temporary duty (TDY) travel 5%.
  • Incumbent must obtain and maintain a Secret clearance.
  • Requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which 1. Serving as a program manager and advisor to Leadership on all matters relating to the business, contracts, and procurement programs; 2. Developing recommendations to solve problems, implement new directives, and to improve the efficiency and effectiveness of operations; 3. Applying program management principles to achieve organizational objectives for efficient contract/procurement management; and 4. conducting financial evaluations of current or projected programs and systems to optimize operations within new systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
