Duties

The Financial Manager serves as principal adviser, CFO, and consultant to senior management on budgetary and financial management matters, with the objective of assisting in maintaining balance, economy, and efficiency in accomplishing EOIR missions and program objectives.

Duties include but are not limited to the following:

  • Serving as the Chief, Office of Budget and Financial Management, providing agency level financial guidance, accounting and financial reporting and analysis, financial forecasting, budget execution/reporting, formulation of Congressional budget justifications, travel program management, and financial systems review and analysis.
  • Formulating principles, policies, and procedures to identify, track and ensure the effectiveness of EOIR financial statements.
  • Routinely communicate, collaborate and liaison with Department, OMB and Congressional Appropriations staff on various budget, financial and policy related matters.
  • Serving as principle advisor and technical expert to senior management and key EOIR staff on financial management, budget, and other financial program matters.
  • Reviewing, coordinating and analyzing program plans for and evaluation of budgeting, costs, finance and accounting, financial reporting and management analysis techniques in the exercise of staff and technical direction over resource management activities throughout EOIR.
  • Directing the work of supervisors and attendant staffs in establishing priorities, work schedules, and assignment and evaluation of work that is concentrated in the complete range of resource management to include financial, budget, accounting, internal audit, management analysis, and personnel. Establishes overall program policies; provides guidelines for developing operational priorities, and delegates operational program responsibility to subordinate supervisors.

Qualifications

In order to qualify for the Supervisory Financial Manager (Chief, Budget and Financial Management) position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

FOR THE GS-15 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  • Providing direction and control over Financial Management operations such as budgeting, forecasting, and financial reporting;
  • Advising senior management on financial, budget and resource management program matters;
  • Reviewing current and long-range program requirements to develop or update budget and financial management program plans to meet resource needs;
  • Supervising a financial, accounting, or budget staff; and
  • Developing guidelines or policy related to financial management operations.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current career/career conditional federal employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade.

3. A 30% or more Disabled Veteran: You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later.
