This is a Direct Hiring Authority Notice open to the Public using the Department of Defense Defense Industrial Base (DIB) Facilities and Major Range and Test Facilities Base (MRTFB) DHA.

Duties

  • Serves as the Assistant Fire Chief in charge of Fire Emergency Services Emergency Operations.
  • Participates in the planning and administration of comprehensive fire suppression, hazardous materials, specialized rescue, and emergency medical programs at installation of assignment.
  • Directs the work of firefighting crews providing fire suppression, technical rescue, hazardous material, and Chemical Biological Radiological Nuclear and Explosive (CBRNE) and emergency medical response calls.
  • Directs operational activities of the fire station including care and maintenance of equipment and facilities.
  • Provides program management and support for all Fire Emergency Services operations programs.
  • Serves as the acting Fire Chief during scheduled and unscheduled absences assuming full organizational control.
  • Represents Fire Chief at senior leadership events with on and off center agencies.

  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Supervisory Firefighter, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-10 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Supervising/managing fire and emergency personnel.
  • Developing and enforcing standard operating procedures and policies related to fire and emergency services.
  • Responding and assuming overall responsibility as Incident Commander during all types of emergencies.
  • Experience detecting, reducing, or eliminating potential fire hazards.
  • Demonstrate experience in developing and tracking spreadsheets to include budgets, equipment, and supplies for the department.

SELECTIVE PLACEMENT FACTOR (SPF): Department of Defense (DoD) 6055.06-M, "Fire and Emergency Services Certification Program" identifies the level of performance required for all DoD Fire and Emergency Services personnel. The certifications listed below are the minimum mandatory certification requirements for this position. DoD Incumbents shall possess DoD Certifications, or equivalent accredited certifications from the International Fire Service Accreditation Congress (IFSAC) or the National Professional Qualifications System (Pro-Board):
Accredited Certification:
  • Fire Officer III
  • Fire Instructor II
  • Fire Inspector II
  • Hazardous Materials Incident Commander

Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:
  • Ability to perform incident command and direct the operations of crews in areas of emergency response to include fire suppression, emergency medical, hazardous material, and specialized rescue operations.
  • Knowledge of fire suppression, emergency medical, hazardous material, and specialized rescue techniques.
  • Ability to communicate orally and in writing.
  • Knowledge of supervisory/managerial competencies including professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability, innovation and initiative, customer service, and resource stewardship.
MEDICAL REQUIREMENTS: Applicants for positions that have duties of a rigorous or hazardous nature must meet the medical standards described below. Since individual positions may not include all such duties, a physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position to be filled.
Employees in positions involving firefighting duties or other duties involving arduous physical exertion may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. (See 5 CFR 339.)
By memo dated 13 JUNE 2000, the Deputy Assistant Secretary of Defense, Civilian Personnel Policy required DOD fire and emergency service personnel to obtain any and all applicable DOD (Department of Defense) Firefighter Certifications PRIOR to being place in or promoted to any firefighter position at the GS-05 grade level and above.

DUTY HOURS: Incumbent is considered essential to the day-to-day operations of the installation and is subject to immediate recall or long term shift assignments 24 hours a day, 7 days a week for extended periods of time. Incumbent is subject to shift rotation and assignment to abnormal tours of duty.

MISSION ESSENTIAL: This position has been designated as a Mission Essential position (e.g., snow emergency days, holidays, increased security periods, national emergency). The position cannot be vacated during war or national emergency without seriously impairing the mission. Assignments may be performed at any job site within the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Next steps

This position is being filled as Term not-to-exceed (NTE) (3 years or date term project will end), and not more than six years. This Term Appointment may also be converted to a Career or Career Conditional appointment without further announcement. In order to be eligible for conversion, you must serve at least two years of continuous service under a term appointment in the competitive service and your performance must be at least Fully Successful.
