Duties

Incumbent typical work assignments may include the following:

  • Participates in the planning, direction, and coordination for all functions, oversees subordinates and performs duties required to manage the Fire and Emergency Services program.
  • Maintains all certifications and responds to emergencies involving fire, rescue, medical services, aircraft crash rescue firefighting and other circumstances.
  • Assists in planning, coordinating, and instructing training programs for department personnel and others. Assists in planning an effective fire prevention program for the Installation, participating in reviewing fire protection and engineering data, design criteria, or specifications for inclusion in construction projects.
  • Provides instruction to crew members through demonstrations and lectures on firefighting techniques, fire prevention and protection methods, proper use of equipment, operation and maintenance of apparatus and tools, aircraft crash rescue, hazardous material, and site-specific topics.

  • Position has as Top-Secret Security designation. Incumbent is required to obtain and maintain a Top-Secret security clearance.
  • Must adhere to DoD Standards of Conduct
  • Completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06.
  • Lift up to 45 lbs. in the regular performance of duties.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • A one-year supervisory probationary period is required, if not previously completed.
  • Must currently possess Emergency Medical Technician (EMT) and to obtain and maintain Pennsylvania (PA) Certification EMT/or Paramedic within 1-year.
  • Must possess and to maintain Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training. Please provide a copy of your CPR/AED card.
Additional Certification Requirements: DoDM 6055.06M requires the following DoD Firefighter pre-qualification certifications (must be certified by the Pro-Board, the International Fire Service Accreditation Congress (IFSAC) or DoD)

The incumbent must obtain and maintain the Airport Firefighter and Driver/Operator Aircraft Rescue and Firefighting certification withing two (2) years of entry of duty into this Supervisory Firefighter position.

Qualifications

Time in Grade: Status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.

Specialized experience is defined as: Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; Performing rescue operations; Performing detection, reduction, or elimination of potential fire hazards; Operating fire communications equipment; Controlling hazardous materials incidents; And developing, implementing, and/or providing training in fire protection and prevention.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.   • MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR to qualified veteran preference eligible who may be eligible for waivers in accordance with section 3 of DoDI 1400.25-V336. Note: Applicants who are past the maximum entry age, are re-entering into a primary/rigorous position and have previous special retirement coverage service - may be eligible to be rehired or reinstated to a primary/rigorous covered position without requiring a maximum entry age waiver if he/she will be able to complete 20 years of covered service by age 57.
  • FERS: Position covered as a secondary position under the FERS special retirement provisions for federal firefighters [5 USC 8401 (14), 5 USC 8412 (d), and 5 CFR 842.802]. Authority: Under Secretary of Defense Memo, dated 30 December 2004.
  • CSRS: Position covered as a secondary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331 (21), 5 USC 8336(c), and 5 CFR 831.902]. Authority: Under Secretary of Defense Memo, dated 30 December 2004.
  • Must meet all training requirements in accordance with applicable guidelines.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
