Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Assist with planning and carrying out and/or participating in national correlations and technical training on the application of the grade standards and make recommendations and changes to the standards
- Thorough knowledge of application and procedures of grading and certification and industry practices.
- Skill, tact, and diplomacy in effectively communicating
- Collaborate with Management and other technical staff to conceive, design, plan, and conduct projects and activities.
- Develop reports and presentations for Management, Division Director, and other technical staff.
Note: There is no education substitution for this grade level.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Plan and carry out national correlations and technical training on the application of the grade standards and make recommendations and changes to the standards
- Broad and thorough knowledge of application and procedures of grading and certification and industry practices.
- Skill, tact, and diplomacy in effectively communicating orally and in writing
- Independently conceives, designs, plans, and conducts projects and activities
- Develop reports and presentations for senior managers that are recognized as technically sound
