Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this position. Specialized experience is defined as: Developing and implementing command and higher-level military personnel policy and guidance for military personnel worldwide; Managing the assignment, reassignment, and requisition of all military personnel in a command or equivalent organization; and Performing technical and administrative supervisory functions, including establishing short- and long-range program objectives, evaluating progress, executing inspection program, and determining needs based upon comprehensive analysis of the operations, environment and existent policies and practices of the organization. Progressively responsible experience is that which includes demonstrated and seasoned ability to lead and provide military personnel management services to a large organization responsible for various functions of military personnel management work. This experience should be directly related to the position being filled.
Applicants should include on their resume evidence that their experience demonstrates knowledge of laws, regulations, procedures, and policies governing military personnel issues in order to analyze and adapt them to meet unique staffing, management, and mission requirements; Skill in communicating orally in order to provide staff level advice to senior leaders, supervisors, and managers, and to address specific questions and concerns of military personnel; Ability to develop, promulgate, and provide policy guidance, consultation, and technical direction to all stakeholders; and, ability to communicate in writing in order to provide narrative and/or statistical data for various reports.
