Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Serves as the Deputy Director of the Office of Hazardous Materials Safety (AXH).

Duties

Exercises direction and leadership over geographically dispersed Office of Hazardous Materials Safety (AXH) programs aimed to provide safety oversight of hazardous materials transportation in the United States cargo and passenger aircraft, as well as transportation of such material into and out of the United States. Supports the mission and objectives of AXH under the direction of the AXH Director to achieve the lowest possible hazardous materials accident rate and consistently improve aviation safety while decreasing unnecessary risks to the traveling public and aircraft operations. Leads safety oversight of all entities related to or those regulated by the standards for the transportation of hazardous materials by air while implementing all FAA Oversight and Compliance Philosophies and policies. All decisions will be in alignment with FAA Safety Risk Management Principles and associated policies.

Establishes relationships to conduct Executive level coordination of AXH activities with critical stakeholders, including the aviation industry, military establishments, the Department of Homeland Security, and state and local governments.

In coordination with the Director, provides leadership and oversight to support the global standards development in support of United States global leadership for the safe transportation of hazardous materials by aircraft. Leads research and technical development of high-level technical issues anticipated to be critical in global committees related to the transportation of hazardous materials as cargo. Remains familiar and engaged with Department of Transportation (DOT), Federal Aviation Administration (FAA) and AXH requirements and obligations related to international goals. Establishes and maintains Executive level relationships within the FAA as needed for successfully contributing to the FAA Strategic goals for International Engagement.

In coordination with the Director, provides leadership for the FAA Hazardous Materials Inspectors and Managers. In collaboration with the Director, serves as advisor to the Associate Administrator for Security & Hazardous Materials on HAZMAT issues and ensures appropriate coordination of HAZMAT activities with the Pipeline & Hazardous Materials Safety Administration (PHMSA), DOT, other Federal and private agencies and all FAA Lines of Business that relate to or intersect with the AXH mission. Functions as the FAA technical point of contact with the National Transportation Safety Board (NTSB) on investigations and recommendations involving HAZMAT-related accidents.

Responsible to develop strategic goals, manage budget activities, business plan development and input, etc. all in a timely and well developed in coordination with senior AXH management officials for the AXH Director. These should all be well developed and in alignment with all ASH and FAA policies and procedures.

Manages all elements of the administrative obligations through subordinate senior management officials as well as Program activities. Managerial duties typically affect managers and employees for more than one organizational unit/project/program and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

May perform other duties as assigned.

Qualifications

To qualify for this position at the FV-L level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-K (FG/GS-15) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes: Experience collaborating with multi-level national and international aviation organizations on hazardous materials safety matters; providing operational and strategic leadership within an organization that is geographically dispersed; and providing support to internal and external customers on Hazardous Materials Safety Program responsibilities to meet program goals and objectives.
