Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Business Services Group (BSG), Division of Central Contracts Services (DCCS).

As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as Division Director, who leads a staff responsible for the procurement, functional administration, and oversight of all Center and enterprise-wide contract vehicles.

Duties

  • Coordinate all facets of the Division’s work by mobilizing a diverse staff of health insurance specialty, management analysts, and procurement/contract management professionals.
  • Direct the staff in the administration and oversight of all Center-wide contracts and acquisition activities in coordination with the CMS Office of Acquisitions and Grants Management (OAGM).
  • Act as a confidential consultant and advisor to the Group Director and higher levels of Agency and Departmental management on critical decisions and recommendations associated with the preparation of short, intermediate, and long-range plans.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Direct and develop processes and templates, manages and maintains the quality assurance mechanisms for all CMMI contracts and agreements.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Directing integrated teams to align acquisition plans to budgets for traceability and cost effectiveness; AND 2) Coaching and directing Contracting Officer Representatives (CORs) who administer large contracts and contracting vehicles such as Indefinite Delivery, Indefinite Quantity (IDIQs); AND 3) Developing short- and long-term acquisition plans for a large organization; AND 4) Advising senior management and staff on acquisition strategies, procurement requirements, and best practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
