The position is established within each Medical Center with the intent of developing an infrastructure for cultural change as the Veterans Health Administration advances along the journey to full implementation of High Reliability. The position is responsible for supporting executive leadership in coordinating, planning, implementing, and monitoring activities to ensure effective leadership engagement in high reliability efforts.

Duties
Major Duties for this position include:
- Supervises and coordinates work performed in the sections: System Redesign, HRO Specialist, Program Analyst.
- The primary responsibility is to provide executive program oversight, coordination and leadership in Just Culture, high-functioning clinical and non-clinical teams leading to a High Reliability health care system.
- Manage all aspects of the program and is responsible to collaborate directly with executive facility leadership, non-clinical and clinical services, the VISN and the National High Reliability Workgroup on the development, implementation and sustainment of a High Reliability processes and outcomes.
- Develop, plan, and initiate clinically focused programs and process for health care delivery and evaluates the effectiveness of such programs.
- Manage project implementation to meet organizational mission.
- Establish work assignments to meet mission requirements.
- Conduct program analysis concerning pertinent aspects of the assigned organizational unit to ensure compliance with established standards and practices, and to make recommendations for the development of new policies and procedures.
- Optimize healthcare delivery responsibilities of the assigned organizational unit by identifying, analyzing, and documenting issues, patterns, and trends affecting the staffing, scheduling, organization, operations.
- Solve basic to moderately complex issues by conducting research and analysis as required to create a corrective action plan using reports, justifications, charts, graphs, statistical and narrative data to justify findings and recommendations.
- Identify problems with healthcare system processes and recommends alternatives to improve processes, identifying and reporting any quality improvement issues to the supervisor or appropriate office.
- Provide management support in one or more of the areas of service contracts, program cost analysis, annual fiscal expenditures, and development of programs relevant to the assigned area of responsibility.
- Plan work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completion of work; assigns work to subordinates based on priorities.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One year specialized experience which includes assisting with administrative operations and utilizing various health care delivery systems to schedule appointments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). OR,
- Education: Undergraduate or Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
