Summary

The incumbent serves as the Executive Assistant to the Chief of Staff (EA/COS). The EA/COS performs as the Chief of Staff's (COS) Executive Officer in the management of all Clinical Services reporting to the COS. They provide full and complete staff assistance to the COS on administrative leadership to the COS, Deputy Chief of Staff (DCOS), and to the Assistant Chiefs (ACOS) of all Clinical Services in the interest of achieving and maintaining a balanced and effective hospital operation.

Duties

Major duties include but are not limited to:

The incumbent functions as an integral member of the hospital's top management team, participating actively in the formation of hospital plans and programs. Incumbent visualizes complex relationships throughout the hospital and adapts administrative approaches to complex problems affecting administrative, as well as professional programs. Recommendations made by the EA/COS have hospital-wide impact.

It is the responsibility of the EA/COS to relieve the COS to the maximum extent possible of the administrative, supervisory, and management responsibilities that can be assumed by a non- provider. The Deputy Chief of Staff (DCOS), ACOS and Clinical Managers rely on the advice, guidance, and assistance of the EA/COS in administrative and management responsibilities. The EA/COS is recognized as the specialist in administration and looked upon for guidance and assistance by the managers of nursing and clinical services.

The EA/COS has extensive knowledge and insight to administrative and clinical programs within the hospital. The incumbent understands the apparent and subtle interrelationships among these programs and applies analytical ability to the identification and resolution of complex problems. The EA/COS works closely with the Director, COS, AD, ADPCS and other members of the top management group in the formulation of top-level programs and strategic decisions. The EA/COS acts as an extension of the COS providing liaison with the Veterans Integrated Service Network (VISN) 20, VA Headquarters, Joint Commission, Office of Inspector General and all other outside overseeing entities. Incumbent uses specialized knowledge of principles and practices related to the management of health care delivery systems and applies that knowledge to assist in analysis, evaluation, and problem-solving activities.

  • Directs dealings with officials at the local, VISN, and Headquarters levels to ensure proper coordination and compliance of the RVAMC activities.
  • Represents the COS at Medical Center administrative and clinical committee meetings.
  • Provides assistance and coordination for the development and implementation of Medical Center projects that cross departmental lines of authority.
  • Works closely with service chiefs and administrative support personnel in each of the clinical services to allow for the sharing of information and ideas.
  • Coordinates meetings as necessary with the clinical services to exchange information, discuss policies and procedures, and assist/coordinate with problem resolution.
  • Deals with patient/guest related complaints and problems which require tact, diplomacy, understanding of hospital organization and function, and ability to communicate with people of diverse educational backgrounds.
  • Independently formulates medical administrative policies and procedures, based on complete staff studies, specific recommendations from service managers, committee recommendations, and individual observations.
  • Coordinates recruitment and retention of professional staff with the Associate Director and COS and assists the Human Resource Manager with this function.
  • Responsibility for formulation, design, and implementation of new clinical programs (e.g. scarce Medical Contracts) within the medical center and is responsible for ongoing monitoring and supervision of these programs to ensure their efficient functioning.
  • Plan work to be accomplished by staff, set, and adjust short-term priorities, and prepare schedules for completion of work.
  • Provides advice, counsel, or instruction to employees on both work and administrative matters.
  • Identifies areas of conflict or concern and provide management with solutions to correct poor work situations and prevent potential problems, including staff shortages.
  • Demonstrates expert knowledge of contracting methods and types used in performing pre-award and post-awards functions to obtain goods or services in support of Medical Center operations.
  • Responsible for administrative oversight of all medical service contracts.


Work Schedule: Full Time, Monday - Friday, 8:00 am to 4:30 pm

Qualifications

To qualify for this position, applicants must meet Specialized Experience requirements within 30 days of the closing date of this announcement, 01/13/2025.

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist - Executive Assistant to the Chief of Staff. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  1. Missions, organizations, programs, and requirements of health care delivery systems;
  2. Regulations and standards of various regulatory and credentialing groups; and
  3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
At this level, applicants would have obtained this experience working within a health care setting, working directly with healthcare professionals and organizational leadership to solve problems in support of the delivery of patient care and program/operational functions; experience running and supervising an administrative component of a health care system customizing in compliance, improvement programs, and operations; experience analyzing data and applying management principles and analytic technique which result in substantive recommendations for supporting or changing program operations, methodologies, or missions; and developing internal review systems and actions to assure that clinical, and administrative activities comply with applicable standards.


Preferred Experience:
  • High level of competence in interpersonal skills.
  • Minimum of 2 years experience with health care delivery systems.
  • Broad experience in both the administrative and clinical aspects of the operation of health care facilities.

NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
