Duties
The incumbent serves as a Supervisory Health Systems Specialist, titled Credentialing and Privileging (C&P) Manager, in the Medical Staff Office under the Chief of Staff (COS) at a VAMC. The role oversees healthcare professional credentialing for all VAMC healthcare providers, ensuring compliance with VHA C&P Directives, VA Policies, TJC Standards, and relevant
regulations. The C&P Manager reports to and is supervised by the COS.
Supervisory (25%):
- Identifies and reports to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program.
- Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions.
- Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinates based on priorities, consideration of complexity and requirements of assignments and employee skill level; evaluates work performance mid-year and annually, and provides regular feedback on employees' strengths and weaknesses.
- Provides advice, counsel, and instruction to employees on work and administrative matters; serves as approving official for leave requests and approving official for credit card purchases and reconciliations.
- Identifies developmental and training needs of employees; provides or arranges for needed development and training; advocates to leadership and/or program officials for training resources.
- Interviews and selects candidates for vacancies, promotions, details and reassignments; and applies EEO and merit promotion principles and requirements to all personnel management actions and decisions to ensure that all personnel are treated in a manner that is free of discrimination.
- Position supervises up to 16 GS-0671-09 Specialists, 4 GS-0671-09 Analysts, and 1 GS-0671-11 Lead Specialist or Assistant Manager.
Senior Program Advisor (25%)
- The incumbent provides consulting and guidance to local leadership and C&P employees on all aspects of the facility's C&P program, including healthcare professionals' credentialing and privileging, scope of practice, and compliance with National and VISN Memorandums of Understanding (MOUs), Veterans' Administration Memorandums, VHA requirements, Handbooks, Directives, Policies, TJC Standards, quality assurance, risk management, and malpractice claim evaluations.
- Determines appropriate actions from VISN and local reviews and oversees initial and recredentialing processes.
- Serves as the primary consultant for the facility's C&P program, the incumbent analyzes audit results, interprets quarterly report card data, researches credentialing requirements, identifies privileging issues, drafts updates and revisions of C&P sections of facility Medical Staff Bylaws, interprets new regulatory requirements, contributes to local policy development, and ensures program compliance.
Quality Assurance (25%)
- C&P Manager is responsible for ensuring quality assurance in the facility's C&P program.
- Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service.
- Participates in policy and decision-making initiatives at the VAMC.
- Conducts supervisory reviews of completed tasks, present information, and make recommendations on how to improve.
- Utilizes evaluation results to make suggestions and improve organization/program performance. Integrates systems thinking into practice.
- Validates processes that are working efficiently and according to plan to identify dysfunctional process issues as early on.
- Develops statistical, graphical, and narrative reports justifying training or changes in processes to improve systems effectiveness and efficiency and customer service quality.
Program Account Administrator (25%)
- Coordinates with Service Chiefs, VISN Chief Medical Officer, and Committee for Reviews and Recommendations when query results require action.
- Ensures all mandatory reviews and recommendations are documented in the electronic credentialing database; manages facility accounts; and ensures appointed licensed providers maintain an active enrollment.
- Serves as the administrator for the Federation of Medical Boards.
- Manages query submissions and results; ensures that primary source verifications are obtained and processed via quality control review.
- Coordinates with Service Chiefs, VISN Chief Medical Officer and Committee for Reviews and Recommendations when query results require action.
Performs other C&P program related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement (IOR): Is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The Individual Occupational Requirement for the Health System Specialist position requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Minimum Qualification Requirements:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required)
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting above Individual Occupational Requirement, applicants must also meet the experience and/or directly related education relevant to this position.
Supervisory Health System Specialist, GS-12:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Credentialing & Privileging (C&P) is a must. The candidate should be currently working in C&P with the expectation that they are current with C&P operations.
Physical Requirements and Work Environment: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which requires normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated. The work may require travel.

There is no educational substitution at this grade level but you may use education to meet the IOR for the 0671 series.
