Summary

This Supervisory Health System Specialist is in Primary Care service at VA Boston Healthcare System, located in Jamaica Plain, MA. This position is full-time at 40 hours per week.

Duties

Incumbent serves as Business Manager for Women's Health Center and a consultant to the clinical programs (MOVE, HPDP, Home-Telehealth and Home Based Primary Care) within Primary & Ambulatory Care Service Line at VA Boston Health Care System. He/she reports directly to the Business Operations Manager for Primary & Ambulatory Care Service and functions as part of an interdisciplinary management team. Is responsible for oversight of administrative and programmatic operations which includes direct supervision and coordination of activities for administrative support staff.

Major duties include but not limited to:

  • Administers a variety of information, workload, and analytical systems to evaluate and enhance productivity, quality and timeliness of service provided to patients by providers and evaluate trends for future change.
  • Maintains a collaborative working relationship with our academic affiliates to ensure programmatic success.
  • Develops and oversees systems associated with our Primary Care New Patient Intake process.
  • Serves as a liaison for customer service complaints.
  • Interviews candidates for open positions.
  • Manages provider panel sizes; updates and acts as the subject matter expert on issues related to the Primary Care Management Module (PCMM); ensures that new patients are allocated based on provider capacity.
  • Manages all activities and initiatives regarding outpatient scheduling processes and clinic profile management which includes but is not limited to the Electronic Wait Lists (EWLs), Encounter Action Required Reports (EARRs), Recall Reminder Software Package, Clinic Cancellation Process and Consult Management.
  • Manages the clinic cancellation and approval process for compliance with medical center policies.
  • Coordinates training program and clinic schedules for residents assigned to the Primary Care Service Line at their site ensuring accessibility and training of various electronic programs required for patient care.
  • Determines and requests computer access needs for NT, VISTA, CPRS etc. for employees, executes needs assessments for hardware/software, provides assistance to users on computer programs, and provides training.
  • Prepares written justifications in support of recruitment of new providers and support staff.
  • Procures equipment through appropriate methods such as IFCAP and VISTA.
  • Provides input to annual Primary Care budget based on upcoming needs and requirements.
  • Monitors operations such as patient demand for care, supply of available appointments and patient demographic information to ensure access is appropriately allocated to both new and established patients.
  • Collaborates with other entities such as the Business Office, Travel Department etc. as required to ensure implementation and ongoing monitoring of Insurance Capture Buffer(ICB) and Vetlink programs and serve as a Record Liaison Officer for assigned location.
  • Leads and/or participates in Chartered Workgroups and patient-centered initiatives.
  • Collaborates with the Nurse Manager and Physician Team Leader to ensure ongoing implementation and sustainment of the Patient Aligned Care Team (PACT) Model of Care.
  • Appraises and analyzes personnel requirements in order to reduce costs and assure effective performance of employees.
  • Monitors various performance measures for the location, determines needs for improvement, implements practices to meet performance standards and monitors results for compliance.
  • Develops and implements strategies in an effort to improve access to care.
  • Provides technical and administrative supervision of clerical support staff within the service line.
  • Plans and assigns work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Develops performance standards, evaluates work performance of subordinates and executes performance appraisals.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 7:30 AM - 4:00 PM
Telework: Authorized - Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home).

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is primarily sedentary with some walking, bending and stooping. Manual dexterity is required when working with peripheral equipment. Reasonableness and tact are required when dealing with irate or difficult patients. Travel is required between the clinic and the medical center divisions.

Work Environment: The work is performed in an office setting or climate-controlled clinic subject to the normal safety precautions.
