Summary

This position serves as the Chief, Compliance and Business Integrity Officer and reports directly to the Medical Center Director. This service is responsible for comprehensive risk management throughout the enterprise and includes the following programs: Controlled Substance Coordinator, Privacy/FOIAs, Research Compliance Officers, Investigations Coordinator, Facility Auditor, Compliance Officers, and Integrated Ethics.

Duties

The Corporate Compliance Service includes a centralized group of individuals that empowers leadership through integrity, privacy, auditing and monitoring business and health care operations throughout the DVAHCS. The Chief contributes to the fulfillment of DVAHCS mission and vision by planning and/or overseeing the facility's Compliance and Business Integrity, Research and Privacy Program activities. The Chief is responsible for strategic planning, continuous compliance improvement, auditing and monitoring business and healthcare operations, and a wide range of risk management functions with direct impact on clinical and administrative operations within the DVAHCS.

Duties:

  • Serves as the supervisor for an office engaged in comprehensive risk management for the medical center and includes the following programs: Records Management, Controlled Substance Coordination, Privacy/FOIAs, Research Compliance, Compliance, and Integrated Ethics. Maintains overall programmatic responsibility for the efficient operation of the program.
  • Exercises supervisory authority involving work assignment and review to include providing technical and administrative supervision. Establishes performance standards and evaluates the performance subordinates, makes determinations on grievances, recommends training, approves leave. Supports and implements established Equal Employment Opportunity policies and programs.
  • Provides leadership in all aspects of Integrity & Compliance risk assessments, investigations and audits of business processes to ensure organizational- wide compliance with the appropriate state and federal laws, as well as VHA policies, VISN policies, and local policies and procedures. Participates in and implements a risk management process to identify, assess, prioritize, respond to mitigate, monitor and document compliance risks associated with the controlled substance program, and business integrity in financial and acquisition procedures, as well as information management and records retention. Ensures information which addresses compliance risk areas on trending and analysis is received, issues are addressed to prevent future occurrence and corrective actions are taken by the operational areas identified from internal and external reviews. Develops, formulates, codifies and communicates Compliance Causation and Corrective Action Plans in response to identified areas of risks for all areas with the VANIHCS. Researches advancing risk evaluation and techniques for integration within the facility process.
  • Track and trend organizational compliance failures in accordance with established VHA handbooks and guidance; demonstrates adherence regarding anonymity of individuals; and consistency with the NO FEAR Act. Ensures processes and procedures for formal and informal investigations are in accordance with applicable handbooks, directives, Human Resources and guidance from Regional Counsel. Identified issues of fraud, waste, abuse, and criminal activities are reported to the VA OIG in accordance with VISN and VA policies. Formal audit reports are provided to leadership, particularly those related to special investigations or audits performed at the request of the Executive Leadership Team, which include assessment of internal controls and comprehensive work papers with evidentiary data to support audit/investigations objectives. Incumbent uses directions and guidance in VA Handbook 0700 and associated attachments during such investigations. The facility refers business failure processes and issues that result from Administrative Boards of Investigation to the incumbent for follow-up, analysis and/or monitoring.
  • Serves as the principal advisor to the Executive Director on compliance of Veterans Health Administration(VHA) business operations and health information practices with the laws, regulations, and standards which govern these activities, the reasonable expectations of VHA business partners, and standards of business integrity.
  • Develops, implements, and maintains the Integrity & Compliance and Enterprise Risk Management Programs throughout VA NIHCS including managerial oversight of Privacy, Integrated Ethics, and Research Compliance programs.
  • Co-coordinates the facility's Controlled Substance Program.
  • Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; Implementing health care compliance oversight initiatives and coordinating an integrated approach to ethical principles, quality standards, safety, risk management, high-reliability, and value.
  • Quality Ranking Factor: Demonstrated work experiences that monitors compliance by reviewing, auditing, conducting risk assessments for health care operations and business practices in a health care setting, and advising senior healthcare administrators.
