Summary

The Supervisory Maintenance and Operations Engineer is a key engineering advisor reporting directly to the Assistant Chief of Engineering Service. The Supervisory Maintenance and Operations Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design, construction, operations and maintenance matters.

Duties

Engineering Maintenance and Operations Management and Administration:

  • Plans, organizes, directs, evaluates, and manages processes for the Maintenance and Operations Engineering Service Section that includes setting qualitative and quantitative standards. Provides professional and technical guidance and direction and review of assigned programs, including professional engineering work in several disciplines such as; architecture, civil engineering, energy engineering, electrical engineering, mechanical engineering, structural engineering, environmental engineering, fire safety and safety engineering.
  • Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
  • Supports the Strategic Capital Investment Planning (SCIP) process. Participates in discussion of proposed capital projects for the station and makes preliminary designs of major alterations, improvements, and additions to implement the Medical Center programs.
  • Provides professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.
Provides Engineering/Architectural Maintenance and Operations Administration Oversite
  • Provides professional advice to peers, subordinates, and non-professional administrators or managers. Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers and engineering technicians. Provides professional advice to improve such plans, specifications, and analyses. Directs necessary changes and furnishes assistance as required to ensure a positive outcome. Serves as technical authority, providing expert advice pertaining to the design and construction of facilities and structures.
  • Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Ensures construction is conducted in accordance with established specifications. Provides resolution of problems related to construction.
  • Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions encountered during construction. Prepares sketches or changes to drawings and specifications to solve problems and incorporates these changed documents into the contract performance documents. Reviews and evaluates shop drawings, samples, and material certifications.
Research, Analysis and Budgeting/Financial Management Work and Special Projects
  • Develops and advises on administrative requirements for the entire scope of services provided by Maintenance and Operations Section. Serves as the principal advisor to the Chief of Engineering on all design and construction project matters. Advises on and recommends courses of action pertaining to administrative issues. Provides personnel management and administration for projects section with varied functions and activities with new and changing requirements.
  • Formulates budget and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting. Maintains awareness of and information about the overall status of financial resources.
  • Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service.

Pay: Competitive salary and regular salary increases

Qualifications

Healthcare Engineer Basic Requirement


To qualify for appointment to this position, all applicants must possess the following:
  1. Citizenship - You must be a citizen of the United States
  2. English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
  3. Education (must meet one of the following):
  • Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
OR
  • Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
OR
  • Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.

NOTE: Direct health care experience is not required to qualify for a GS-801 Healthcare Engineer. Candidates with Engineering experience in a hospital or healthcare system should be able to address the knowledge skills and abilities as it applies to the position. Engineers that may not have worked in a hospital or healthcare system should ensure it is clear in their application how their non-healthcare related knowledge, skill or ability can be applied to the assignment and to the healthcare engineering occupation.



Grandfather Provision. A Healthcare Engineer employed in VHA on the effective date of the qualification standard (3/18/2022) who did not meet all the basic requirements in this standard may not be promoted beyond the full performance level (GS-0801-12) or be newly placed in supervisory or managerial positions until meeting the full qualification requirements.



Grade Determinations:

Supervisory Healthcare Engineer GS-13
In addition to meeting the basic requirements, to qualify for the GS-13 you must possess at least 1 year of experience equivalent to the next lower grade level (GS-12).

Knowledge, Skills and Abilities (KSAs). In addition to the experience or education above, the candidate must demonstrate the following KSAs:
  1. Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.
  2. Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.
  3. Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.
  4. Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.
  5. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.
  6. Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.
  7. Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
Preferred Experience: Management of Healthcare Maintenance Sections, Departments, 3-5 years. Capital/Construction Program Management Experience. Leasing (capital) experience for Healthcare. Healthcare construction, maintenance, operations, management. Management of large maintenance programs for large medical facilities. 3-5 years. Less qualified individuals - management of maintenance programs for industrial companies 3-5 years. Extensive knowledge of NFPA codes applicable to healthcare maintenance and operations. Ability to manage large quantity of employees to successfully lead a compliant program within a Healthcare Medical Center.
